Efficiency Evaluation And Influencing Factors Study Of Technical Standards Implementation By The Case Of Zhejiang Textile Industry

At present,technical standards have become the new order and new rules of international market competition,and only with the right to formulate standards can we have the initiative in the market.The implementation of technical standards can not only bring economic benefits to the society,but also contribute to the improvement of scientific and technological level,the protection of individual interests,and the improvement of production environment.Currently,there are few studies on the comprehensive evaluation of the implementation efficiency of technical standards,which hinders the revision and improvement of existing technical standards.The technical standards in textile industry are the necessary conditions for the modernization of textile production and the basis of the management of textiles.However,compared with the advanced international standards,the technica l standards of China’s textile industry have problems such as too detailed and inflexible indicators,and overlapping and duplication between standards.The implementation efficiency evaluation of standards has become a hot and difficult spot in the field of standards research.First of all,this study built an index system for the implementation efficiency evaluation of standards in the textile industry based on the relevant research,combined with comprehensive evaluation and fuzzy set theory.The Delphi method and the analytic hierarchy process were used to determine the subjective weight of the indicator,and the entropy method was used to determine the objective weight of the indicator.Finally,t he subjective and objective information was integrated to obtain the comprehensive weight.Second,this study took Textile Industry in Zhejiang as an example,and distributes questionnaires to the main users of technical standards of the textile industry in Zhejiang Province to obtain evaluation index data.The technical standards of the textile industry were divided into design,manufacturing,and quality inspection according to the interviewees’ work professions.The three were evaluated and compared.The results showed that technical standards related to the design showed good performance in quality.However,there were some disadvantages in technical benefit after implementation.The content of technical standards related to the manufacturing lag behind the development of the industry,but it has achieved good environmental benefits after implementation.In contrast,technical standards related to quality inspection were mediocre,and the results of its benefit evaluation were not ideal.This type of standards needs to be comprehensively improved.Then,the relationship between technical standard quality and standard implementation benefit of Zhejiang textile industry was studied.According to the evaluation results,it is also found that the quality of technical standards has a positive impact on the benefits after implementation,and the advanced nature of the standards has the most significant impact on the benefits o f implementation.Third,on the basis of the results of the implementation efficiency evaluation of technical standards of the textile industry in Zhejiang Province,further discussions on the factors affecting the implementation benefits of the technical standards of the textile industry.Using the literature analysis method,four hypotheses were put forward,and the structural equation model wa s constructed with the latent variables of standard quality,internal motivation,external environmental pressure,the main attribute of standard use and implementation efficiency.The results showed that the implementation benefits of technical standards of the textile industry in Zhejiang Province were positively affected by the quality of the standards,the motivation for implementing the standards,external environmental pressure and the attributes of the standard users,and the effect was significant.Finally,based on the research results,this research propose d corresponding improvement suggestions for the three types of textile industry technical standards: design,manufacturing and quality inspection.From a theoretical point of view,this research has constructed a technical standard evaluation index system of textile industry,which has enriched the content of related research on textile industry technical standards.From a practical point of view,this research has contributed to the progress of C hina’s textile industry technical standards to a certain extent.It provide d directional guidance,which can be used as a reference for the evaluation of standards used in sub-sectors of the textile industry.
