| As an important part of my country’s fishery,marine fishery has long adhered to the development idea of "turning resource advantages into economic advantages" and has achieved rapid development relying on marine resources.In 2020,the fishery output value will reach 1,351.724 billion yuan,compared with 41.06 billion yuan in 1990.,an increase of nearly 32 times,and plays an increasingly important role in ensuring national food security,increasing employment and ensuring protein supply.However,since marine fishery is a resource-consuming industry,the improvement of economic benefits is at the expense of social and ecological benefits.Since the 1980 s,fishery resources have gradually depleted.The main contradiction facing the development of marine fishery at this stage has gradually changed into the contradiction between the rigid constraints of resources and the environment and the sustainable development of fishery.At the same time,with the improvement of consumption level,the people’s demand for aquatic products has gradually changed from "quantity" to "quantity"."Quality",marine fishery is faced with how to coordinate the relationship between economic development,social progress and ecological civilization.Therefore,based on the fishery statistics of 9 coastal provinces and cities in my country from 2009 to 2019,an evaluation index system for the coordinated development of marine fisheries is constructed,which is composed of economic benefits,social benefits and ecological benefits,and the coupling coordination degree model is used to quantitatively measure the three benefit subsystems.The interaction relationship and coordination degree were further constructed,and the impact factor index system was further constructed,and the obstacle degree model was used to quantitatively diagnose the dominant influencing factors of the coordinated development of my country’s marine fishery economy,society and ecology.research shows:First,from the time series evolution process,from 2009 to 2019,both the economic and social benefits of my country’s marine fisheries showed a trend of first decline and then a slight rebound.The changes in ecological benefits were relatively stable,and the overall benefits showed a first decline and then a rise.Fluctuation trend,the average value dropped from 0.438 in 2009 to 0.424 in 2019,and both the economic and social benefit scores were greater than the ecological benefit scores.From the perspective of spatial distribution,only the economic,social,ecological and comprehensive benefits of marine fisheries in Shandong,Zhejiang and Fujian provinces are above the average level,and the economic,social and ecological development level of marine fishery ranks among the coastal areas.Provinces and cities in the forefront.Second,in terms of coupling degree,the average coupling degree of marine fishery benefit subsystems in my country from 2009 to 2019 was between 0.900 and 1.000,and it was always in a high-level coupling stage.There are obvious differences in regional distribution.The coupling degree of Hebei Province and Jiangsu Province is between0.800-0.900,and the coupling degree value of other provinces and cities over the years is between 0.900-1.000,all of which belong to the high-level coupling stage.From the perspective of coordination degree,the average coordination degree of my country’s marine fishery economic,social and ecological benefit system from 2009 to 2019 was between 0.300 and 0.399,which was in a state of mild imbalance.At the same time,the level of regional coordination is uneven,and the coordination status of coastal provinces and cities is divided into three levels according to the standard: Fujian Province and Shandong Province are on the verge of imbalance,Jiangsu Province,Liaoning Province,Hainan Province,Jiangsu Province,Guangdong Province and Guangxi Zhuang Autonomous Region.In a state of mild disorder,Hebei Province is in a state of moderate disorder.Third,using the obstacle degree model to measure the obstacle degree of the impact factor,it shows that the weight of each impact system presents the relationship between the relevant supporting industry system > demand condition system > production factor system > enterprise scale system > aquatic product technology promotion ability system.The weights of the output value of aquatic products(storage)transportation and the output value of recreational fisheries in the supportive industrial system are the only two influencing factors exceeding 0.100,which have a greater impact on the coordinated development of marine fisheries.The level of obstacle degree varies among coastal provinces and cities.Among them,Shandong Province ranks first with 0.272,and the coordination degree of marine fishery is better than other coastal provinces and cities.Jiangsu Province,Fujian Province and Zhejiang Province are ranked second with 0.439,0.458 and 0.485 respectively,third and fourth,Hainan Province ranked last with 0.847.At the same time,the dominant obstacle systems in each coastal province and city are different.Hebei and Guangxi are dominated by the production factor system,Liaoning,Fujian,Shandong and Hainan provinces are dominated by the aquatic technology promotion ability system,and Jiangsu Province is dominated by the demand condition system.Dominant,Zhejiang and Guangdong provinces are dominated by the enterprise scale system.In order to promote the coordinated and sustainable development of my country’s marine fishery economy,society and ecology,the following targeted suggestions are put forward to coastal provinces and cities according to the different dominant obstacle systems: The policy points out the direction for the development of my country’s marine fishery,lays the tone for development,and should drive policy innovation,establish Policy evaluation and feedback mechanism;provinces and cities with production factor system as the leading obstacle should continue to conserve fishery resources,restore water ecology and stabilize the marine fishery development foundation.Provinces and cities with enterprise scale and related supporting industrial system as the leading obstacle should extend the fishery industry chain Broaden the development path of marine fishery;provinces and cities with the demand condition system as the leading obstacle should actively expand the consumer market;provinces and cities with the aquatic technology promotion ability system as the main obstacle should strengthen the promotion and innovation of fishery technology and technology. |
