The Influencing Factors And Optimization Paths Of Multi-agent Collaborative Management Of Marine Fishery Waste In Zhoushan City

How to manage marine fishery waste is an inevitable issue faced by China in promoting the revitalization of high-quality rural areas(fishing villages)and building a strong maritime country.With the continuous development of China’s marine fisheries,the problem of marine fishery waste is becoming increasingly prominent.With the widespread application of the concept of collaborative governance,how to achieve effective multi-agent collaborative governance of marine fishery waste has become an important concern for the current Chinese government and academia.In order to explore the multi-agent collaborative governance model of marine fishery waste management in Zhoushan City,this article uses research methods such as questionnaire survey and statistical analysis.The logical concept is multi-agent identification,collaborative behavior analysis,dilemma examination,empirical analysis of influencing factors,and proposing optimization paths.A systematic research work is carried out.This article applies collaborative governance theory and stakeholder theory to identify multiple stakeholders in the process of collaborative governance of marine fishery waste in Zhoushan City.By analyzing their behavior in the management of marine fishery waste in Zhoushan City,the current situation of collaborative governance is studied,and the dilemma of multi-agent collaborative governance of marine fishery waste in Zhoushan City is discovered.Through literature review,a survey questionnaire was formed,and after distribution and recycling,SPSS and AMOS software were used for empirical analysis.The results showed that the behavior of the government,enterprises,and society all had a positive impact on the multi entity collaborative governance of marine fishery waste in Zhoushan City.Finally,based on the empirical results,optimization paths were proposed for the existing problems from three aspects: subject collaboration awareness,collaboration system,and collaboration mechanism,in order to improve the multi-agent collaborative governance model of marine fishery waste in Zhoushan City.The optimization path includes establishing a sound legal,regulatory,and policy system,strengthening communication and collaboration among multiple entities,introducing new technological means,and promoting social participation and co governance.This article systematically studies the influencing factors of multi-agent collaborative governance of marine fishery waste in Zhoushan City through various research methods and logical concepts,providing important reference significance for improving the multi-agent collaborative governance of marine fishery waste in China.
