Study On Government Safety Production Supervision Of Hazardous Chemicals In Daying Economic Development Zone

The safety production of hazardous chemicals plays an important role in China’s social and economic development.In addition,the safety production of hazardous chemicals enterprises has also received special attention from people’s governments at all levels throughout China.Because safety production accidents are more likely to occur in the production and transportation of hazardous chemical enterprises,in order to strengthen the supervision of safety production of hazardous chemical industry by people’s governments at all levels and ensure the safety of production of hazardous chemical industry.In this paper,the Daying Economic Development Zone as a case,careful analysis of the Daying Economic Development Zone of hazardous chemical materials safety production regulation mode,explore and study the shortcomings found in the process of government supervision of hazardous chemical safety production in the Daying Economic Development Zone,and learn Naxi District of Luzhou City and Dongpo District of Meishan City advanced hazardous chemical materials safety production supervision experience,the countermeasures are given to further improve the level of government safety production supervision of hazardous chemicals,which is helpful to improve the safety production level of hazardous chemicals enterprises in the Daying Economic Development Zone.Since the Chinese government carried out the supervision on the safety production of hazardous chemicals late,it failed to conduct in-depth research on the government supervision on the safety production of hazardous chemicals.Generally speaking,the level of government supervision on the safety production of hazardous chemicals is not high enough.Through literature analysis,case analysis,interview and other methods,this paper studies the government supervision on the safe production of hazardous chemicals in the Daying Economic Development Zone.Based on the research ideas of putting forward problems,analyzing problems and solving problems,taking the Daying Economic Development Zone as the research object,aiming at the present situation of safety production supervision in the Daying Economic Development Zone,Combined with the analysis of typical events and the interview results of the relevant personnel of the hazardous chemical safety production supervision department in the Daying Economic Development Zone,the relevant persons in charge of hazardous chemical enterprises and employees,put forward the Daying Economic Development Zone of hazardous chemical materials safety production of safe production supervision system are imperfect,the low efficiency of regulatory agencies and regulatory means information level and supervision object subject responsibility not to carry out the problem.And then carefully analyzed the existing problems.The causes of these problems are the imperfect laws and regulations of hazardous chemical safety production,the lag of government supervision,the imperfect comprehensive coordination system,the low attention level,the lack of safety production awareness and the lack of human and financial investment of hazardous chemical enterprises.Through the advanced experience of the government of Naxi District of Luzhou City and Dongpo District of Meishan City in the supervision of the safe production of hazardous chemicals,it provides enlightenment for the government supervision of the safe production of hazardous chemicals in the Daying Economic Development Zone.Formulate a sound supervision system of hazardous chemical production safety suitable for the specific situation of the Daying Economic Development Zone,construct the government safety production supervision responsibility system,improve the emergency rescue mechanism and increase the investment of human capital in safety production supervision,and promote hazardous chemical enterprises to implement the main responsibility of safety production.According to the public interest theory and crisis management theory of public management,not only can improve the level of dangerous chemical enterprises of production safety,increase the local government tax revenue,but also let the practitioner of dangerous chemicals safety guaranteed,so that the overall level of the hazardous chemical materials safety production regulation for promotion.
