Study On Government Regulation Of Hazardous Chemicals Production In Yulin

Production Safety is the premise of people’s happy life,it is related to the construction of our country’s modern powerful country,it is the important performance that the party and government take the people as the center.Since the 18 th National Congress of the CPC,the Party and the government have issued a series of relevant policies and instructions on Work Safety in order to reduce the total number of accidents and the number of large and serious accidents.However,various hidden dangers and risks in production safety still overlap,and improper control will lead to accidents,which is a direct threat to public safety.As the largest chemical industry in the world in recent years,China’s hazardous chemicals industry has been developing and expanding along with people’s pursuit of a happy life.Although the categories of hazardous chemicals and their production and business units have been increasing in socio-economic development,the conditions for safe production and management capacity have not increased with the increase in quantities,in particular,more than the large number of hazardous chemicals safety accidents in small and mediumsized enterprises,the safety of their production or cause concern.Based on the actual development of dangerous chemicals industry in Yulin,this paper studies the situation of safe production and supervision of dangerous chemicals in Yulin through literature research,Comparative Analysis and investigation,analysis of recent hazardous chemical safety incidents in Yulin,in-depth analysis of the Yulin government in the safety of hazardous chemicals production supervision problems: safety supervision mechanism is not sound,hazardous chemicals industry source control is not strict,hazardous chemicals enterprises have not effectively implemented the main responsibility,hazardous chemicals supervision methods obsolete,this paper also analyzes the causes of the existing problems in the safety supervision in Yulin from different angles,and by summing up the advanced experience in the supervision of hazardous chemicals in Germany,the United States and the domestic cities of Shanghai,Zhejiang Jiaxing and Changzhou Liyang,the countermeasures are as follows: To improve the safety supervision mechanism,to enhance the source control of hazardous chemicals,to strengthen the responsibility of enterprises,to strengthen the information construction of safety supervision,to strengthen the support of safety foundation.To establish a long-term mechanism for the prevention of hazardous chemicals safety accidents,and to realize the government management objectives of hazardous chemicals Green,sustainable development and social harmony and stability.
