Research On Collaborative Supervision And Management Of Hazardous Chemicals Safety Production In H City Of Jiangsu Province

Hazardous chemicals are mainly used in modern society in chemical,material,biological and other fields.With the rapid development of China’s economy and society,the demand for hazardous chemicals has also increased exponentially.Although hazardous chemicals have brought convenience to people’s lives,the attention to safety production has also been greatly valued.Since the upgrade of the Work Safety Supervision and Administration Bureau to the Ministry of Emergency Management in2019,the national level has attached great importance to production safety,"improving the responsibility system for production safety and resolutely curbing the occurrence of serious and extraordinarily serious accidents" was included in the report of the 19 th National Congress,and the Amendment to the Criminal Law of the People’s Republic of China revised the provisions on work safety.President Xi Jinping has also given important instructions on doing a good job in safe production: always put the safety of people’s lives in the first place,and effectively prevent the occurrence of serious and extraordinarily serious production safety accidents.Hazardous chemicals are dangerous from production to application,and their flammability,explosiveness,toxicity and other characteristics endanger people’s production and life all the time,and the situation of supervision and management of safe production of hazardous chemicals is still grim.Once there is a phenomenon of management evacuation,it will easily cause extremely serious safety accidents and cause immeasurable and irreparable damage to the safety of staff and people’s lives and property.Exploring new supervision models and strengthening supervision of production safety have become extremely urgent issues of the times.With the rapid development of the economy and the concept of collaborative management under the basic policy of "safety first,prevention first,comprehensive management" has received great attention,which has also brought innovative governance models to the safety supervision of hazardous chemicals,and the perfect collaborative management model can greatly improve the level of safety production supervision.Starting from the actual situation in H City,Jiangsu Province,from 2018 to2022,there were a total of 3 safety production accidents in the field of hazardous chemical safety production in H City,a decrease of 50% compared with 2015,of which2 accidents occurred in the three-year special rectification activities of hazardous chemicals.Although the collaborative supervision of hazardous chemical safety production in H City has achieved good results,the form of supervision is still not optimistic in the face of increasingly complex social needs.Although H City has initially formed a collaborative management body composed of government departments,enterprises and social organizations,and cooperates with all parties through the Work Safety Committee,each performs its own duties,and linkage supervision,the failure of tripartite coordination often occurs,and the existing collaborative supervision and management system still has deficiencies,which exposes problems such as barriers to government department coordination,low efficiency of government and enterprise collaboration,and insufficient ability of social forces to participate in coordination.Taking H City,Jiangsu Province as a case,based on the theory of collaborative management and the theory of public interest,this paper analyzes and summarizes some measures and achievements that H City has taken in the coordinated supervision and management of hazardous chemical safety production,and further explores and analyzes some problems existing in the coordinated supervision and management of hazardous chemical safety production in H City,Jiangsu Province by analyzing the production situation and safety accident summary of hazardous chemical enterprises in the jurisdiction in the past five years,and then analyzes the typical accidents of hazardous chemical safety production in H City.Put forward suggestions and strategies that conform to the local coordinated supervision of hazardous chemical safety production,mainly to improve the collaborative supervision system for hazardous chemical safety production,establish and improve laws,regulations and enterprise rules and regulations,increase the review system for administrative licenses for hazardous chemical production,establish a collaborative supervision responsibility system for hazardous chemical production,guide and support the development of social professional forces,improve the government and enterprise collaborative supervision and early warning system for safe production,and establish a coordinated plan for emergency rescue of hazardous chemicals.From the perspective of collaborative management,taking H City as a specific case,on the basis of actual investigation and analysis,combined with daily work practice and summarized effective work method experience,this paper summarizes and points out the practical problems of collaborative supervision and management of hazardous chemical safety production,explores the reasons for the existence of the problems,and puts forward some feasible regulatory countermeasures and suggestions,so that the supervision of hazardous chemical safety production can be transformed from a single government or enterprise direction to a government-led,enterprise-led,The way in which the three parties jointly coordinate supervision and management in which the public mainly participates.It is hoped that it can provide different ideas for the hazardous chemical supervision department and enterprise leaders in H City,effectively put the existing safety risks in advance,reduce the incidence of accidents,improve the level of accident early warning monitoring and rescue,reduce the occurrence of hazardous chemical safety accidents in H City in practice,improve the level of collaborative supervision and management of hazardous chemical safety production in H City,and then ensure the stability and continuous improvement of the economy,production and life of H City,which is not only innovative in theoretical research,but also has innovative practical significance in practical work.At the same time,it also brings enlightenment significance for other provinces and cities in the supervision and management of dangerous goods safety production,so that the public can realize the importance and necessity of safe production of hazardous chemicals.
