Research On The Governance Mechanism Of Marine Microplastics Pollution

Due to their versatility,lightness,stability,malleability and low production costs,plastics are widely used in industry,medicine,transportation and packaging,driving global demand.While plastics bring great convenience to human production and life,they also pose serious environmental problems.Due to the low recycling rate of plastics and improper disposal of waste by humans,waste plastics in nature cannot be effectively decomposed,thus leading to the emergence of "white pollution".Microplastics,also known as microplastics,is a new type of pollutant.In recent years,microplastic pollution in China has gradually received attention and reports from all walks of life.The prevalence and increasing severity of marine microplastic pollution have forced people to adopt effective treatment methods to deal with it.The current research focuses on the status of microplastics in the marine environment from the perspective of natural science,and the impact of marine microplastics on the marine ecosystem and human society,but there are few studies on the prevention and control of marine microplastics pollution from the perspective of social science.It is not only necessary to consider the problem from what marine microplastics are,but also to explore how to manage marine microplastics in order to carry out scientific and effective marine microplastic pollution management actions.In this paper,from the disciplinary perspective of public administration,we focus on the governance of marine microplastics in Xiamen,with the aim of providing feasible suggestions for the governance of marine microplastics pollution in Xiamen.Firstly,we briefly introduce the background of this study,point out the direction and value of the study,and summarize the current domestic and foreign research literature on marine microplastics management,so as to accumulate and pave the way for the later study.A variety of methods are adopted to study the mechanisms of marine microplastics governance,including literature research method,case study method and comparative research method.Through a series of studies,some valuable insights are found and some shortcomings are pointed out.Second,it is necessary to understand the conceptual definition of marine microplastics,the pollution profile of marine microplastics and its sources and current global distribution before conducting research on marine microplastic pollution governance.Of course,the impact of marine microplastics on marine environment and human society should not be underestimated,and microplastics cause certain harm to marine phytoplankton,zooplankton,marine flora and fauna.Recently,microplastics have also been found in human bodies at the top of the biological chain,so people should take measures to control marine microplastics to protect our home.At the same time,this paper establishes the theory of synergistic governance,circular economy theory and whole life cycle theory as the theoretical basis of marine microplastics pollution management research,and discusses this study.The current situation of marine microplastics pollution in Xiamen is described again,mainly analyzing the current situation of marine microplastics pollution in Xiamen,the measures taken by governmental departments and the results achieved,such as marine monitoring by relying on current digital technology,establishing a leading organization and coordinating mechanism to formulate a governance policy,adopting a combination of source prevention and control and end-of-pipe management by controlling land-based waste,cleaning and recycling of marine waste,and developing a cross-regional joint action plan.The next step is the focus of this study,which is to develop a plan of action to carry out cross-regional joint actions.The next focus of this study is to analyze the dilemma of marine microplastics management in Xiamen and to analyze the causes of the dilemma with the help of theoretical tools.There are several aspects to improve the marine microplastics management in Xiamen,such as the lack of a comprehensive strategic plan,the lack of synchronization between environmental protection and pollution control,the lack of participation of multiple actors,the need to improve the collaborative management system,and the disconnect between monitoring technology and international standards.Using theoretical tools to analyze the current obstacles to marine microplastics pollution management in Xiamen,we found that the reasons are: insufficient awareness of marine microplastics pollution among managers,shortcomings of traditional management concepts,insufficient publicity and single way of publicity,lagging of relevant legislation and institutional construction,and shortage of supporting resources.After understanding the dilemma and causes of marine microplastics management in Xiamen,the advanced experience of the EU in marine microplastics pollution management is analyzed and extracted,with a view to making reference to the management of marine microplastics in Xiamen.As an important force with wide influence on global politics,economic development and environmental governance,the EU is also at the forefront of marine microplastic pollution control in the world.Therefore,it is the subject of this study.The main experiences of EU countries in marine microplastics management are as follows: consolidation of international status and leadership role,mature and perfect monitoring index system of circular economy,combination of hard and soft laws,regional action plan and regional cooperation,participation of multiple subjects,and raising public awareness of plastic reduction.Finally,based on the analysis of the problems and causes of marine microplastics management in Xiamen at the present stage,feasible countermeasures are proposed,including multi-measures to form a collaborative management pattern,construction of a plastic recycling economy development system,and strict control of the whole chain of plastic pollution management.This paper aims to analyze the current situation of marine microplastics management in Xiamen,identify the problems of cross-regional pollution management in the city,analyze the management practices of the European Union in marine microplastics pollution and extract useful experiences from them,and explore the direction of marine microplastics pollution management in Xiamen.
