| W County has a special geographical location and a relatively fragile geological environment,during the flood season,geological disasters such as collapse and landslide are prone to occur.These geological factors have seriously affected the long-term development of the local economy and social stability.Crisis management and emergency rescue pose enormous challenges.From the perspective of improving the emergency rescue participation ability of the W County emergency rescue team and improving the construction of the local government emergency management system in W County,this paper selects the typical cases of W County Lantian and Leiting rescue teams participating in post-disaster rescue of geological disasters.Based on the grounded theoretical research method,on the basis of analyzing and sorting out the existing literature,according to the crisis management theory and synergy theory,the concepts such as geological disasters and post-disaster rescue are firstly defined.Secondly,by studying the typical cases of W County emergency rescue team participating in emergency rescue,semi-structured interviews were conducted with relevant personnel in W County rescue team.Influencing factors of post-disaster rescue.Through the three-level coding,it is found that the factors are mainly manifested in the rescue team’s own factors and the factors between the rescue team and the department.According to the analysis of the causes of the existing problems,according to the constraints of the current standard framework,the immaturity of the rescue team’s own systems and mechanisms,the lack of government support and the lack of social welfare atmosphere,in order to further improve the rescue team’s ability to participate in rescue and improve the emergency response in W County The rescue system and mechanism proposes an optimized path for rescue teams to participate in post-disaster rescue after geological disasters.First,strengthen the legislation for more legal guarantee,and clarify the path,mode,scope of rights and responsibilities,and the boundary of rights and obligations of the rescue team in collaborative participation in the form of legislation.Second,provide policy support and perfect guarantee mechanism.Third,improve the management to enhance the core competitiveness of the rescue team.Fourth,promote public welfare for a good external environment.Fifth,perfect the coordination mechanism to stimulate the plural subject.The construction of the emergency management system is a long way to go.The government and social forces must play their respective main roles,but cannot be separated from each other.Therefore,for W County,which is prone to geological disasters,it is necessary to improve the construction of the emergency management system and mechanism,form a social synergy in the emergency management process,and give full play to the special advantages of each response subject,so as to more efficiently respond to public crises and improve the level of government governance. |
