Major changes have taken place in Chinese basic conditions,and high-quality development becomes an important times topic,which concerns the overall development of our socialist modernization system.The Yellow River Basin,as an important area of population and economic activities,has a profound impact on China’s development pattern,and it is the only way to promote the high-quality development of the Yellow River basin.At the same time,as a national ecological protection barrier,the Yellow River Basin faces prominent problems of water shortage,fragile ecology and unbalanced and inadequate development.Under the background that ecological protection and high-quality development have become key national development strategies,it is of great significance to analyze the impact of water resources on highquality development of the Yellow River Basin to break through the bottleneck of urban development and transform the development mode.Based on this,the paper takes the Yellow River basin as the study area,explores the influence of water resources in the Yellow River Basin on urban high-quality development,provides suggestions for promoting city by water,and also provides regional reference for our country’s highquality development.This paper first summarizes the existing research results,starts with relevant concepts and theoretical basis,and expounds the meaning of water resources and high-quality urban development in the Yellow River Basin.It uses TOPSIS method of entropy weight to calculate the comprehensive index of water resources and highquality urban development in the Yellow River Basin.Secondly,the coupling coordination degree analysis,overall difference analysis and spatial correlation analysis were carried out for the two systems,and the spatial panel Dubin model was used to study the impact of water resources on high-quality urban development.The results are as follows:(1)During 2011-2021,the comprehensive capacity of water resources system in the Yellow River Basin was at a medium level,but its index showed a downward trend;The urban high-quality development index showed a steady growth trend,and the quality development level of the downstream region was higher than that in the upstream region and middle reaches.(2)During the study period,the coupling degree of water resources and urban high-quality development systems in the Yellow River Basin was high,both above 0.9,and showed a small upward trend,gradually trending toward 1,and the overall coupling stage was in a high level.The coupling coordination degree showed a stable and rising trend as a whole.The average coordination degree of water resources and urban high-quality development in the Yellow River Basin presents the spatial distribution pattern of lower reaches > upper reaches > middle reaches.(3)From 2011 to 2019,the Gini coefficient of water resources in the upper reaches of the Yellow River Basin decreased,while the other regions showed an increasing trend.The development level of water resources system in the lower reaches was more unbalanced than that in the other two regions.The Gini coefficient of high-quality development decreased from 0.071 in 2011 to 0.051 in 2021,indicating that the overall difference of high-quality urban development level showed a decreasing trend and the regional gap gradually narrowed.(4)There was a positive and significant spatial autocorrelation between water resources and high-quality urban development in the Yellow River Basin during the sample period.The partial Moran scatter plot shows that the water resources and urban high-quality development of most cities in the Yellow River Basin exhibit HH and L-L clusters,while a small number of cities exhibit L-H and H-L clusters.(5)From the perspective of spatial effects at the whole basin level,the coefficient of water resources as the core explanatory variable is 0.313,which has a significant positive effect,among which the direct effect is larger.From the perspective of control variables,the direct effect of capital input,human capital,industrial structure and urban openness is significantly positive,the direct effect of government intervention is significantly negative,the indirect effect of urban openness and government intervention is positive,the indirect effect of industrial structure is negative,and the indirect effect of other variables is not significant.From the perspective of three basins,the direct and indirect effects of water resources in the upper and middle reaches are significantly positive,and the indirect effects are significantly negative,while the two effects are significantly positive in the lower reaches.Among the control variables,capital input,industrial structure and urban openness have a significant impact on the upper,middle and lower reaches,while human capital and government intervention only have a significant impact on the upper reaches.
