| The Yellow River Basin is an important ecological security barrier in China,and resource-based cities are the cornerstone of sustainable development of the national economy,but due to the lack of effective overall coordination plan,the economic and social growth mode of choosing the natural environment as compensation has seriously damaged the quality of the urban environment.The release of the National Plan for Sustainable Development of Resource-based Cities provides strong support for promoting the sustainable development of resource-based cities in the Yellow River Basin,which is conducive to improving environmental conditions and promoting sustainability.Therefore,how to coordinate the development of economy,resources and environment is an urgent and key issue facing the sustainable development of resourcebased cities in the Yellow River Basin at this stage.This paper aims to discuss the sustainable development of resource-based cities in the Yellow River Basin,and firstly,a comprehensive evaluation index system is constructed based on the DPSIR model,and the sustainable development score value is calculated by using the multi-level entropy weight method.Then,the three decisionmaking methods based on neighborhood are used to classify resource-based cities in the Yellow River Basin in more detail,so as to gain an in-depth understanding of the current sustainable development of urban agglomerations in the Yellow River Basin.Finally,in order to better analyze the policy effect proposed in 2013,the sustainability score value is taken as the key evaluation index,and the propensity score matchingdouble difference model is used to explore the actual impact of policy response in urban agglomerations in the Yellow River Basin by combining policy effects and external drivers,so as to improve the efficiency of policy implementation.The results show that:(1)Between 2006 and 2022,the level of sustainable development of cities in the Yellow River Basin has been improving,with an average of about 0.21.However,there are obvious differences between resource-based cities and non-resource-based cities in the Yellow River Basin,with the former having a slightly lower level of development,with an average of about 0.19 and an average annual growth rate of about 3.65%.However,in the past fifteen years,the sustainable development of resource-based cities in the Yellow River Basin has maintained a good trend.(2)From the classification results of the three decision-making groups,the 40resource-based cities in the Yellow River Basin were divided into five categories,which revealed the problem of unbalanced and insufficient development from the source,and put forward reasonable suggestions for the ecological environment management of categorical policies and regional linkage.(3)From the regression results of PSM-DID,the ATT of the unmatched average treatment effect was 0.0556,the average treatment effect after matching was 0.0981,and the average treatment effect increased by 0.0456,indicating that the implementation of the policy had an obvious positive impact on the development of various cities,and the coefficient of the interaction term was 0.0234,and the sign was positive,which indicated that the implementation of the Plan had a promoting effect on the sustainable development level of resource-based cities in the Yellow River Basin. |
