Research On Sino-Russian Arctic Energy Cooperation

Today’s global energy pattern is undergoing profound changes,many unstable factors in the international crude oil market have led to continuous fluctuations in energy prices,and the Arctic region has attracted extensive attention from the international community with its abundant energy reserves and huge development potential.The re-understanding of the huge economic development potential and important geopolitical position of the Arctic region has led the circumpolar Arctic countries and countries outside the region to begin to build a strategic blueprint around the development of the Arctic.As an important stakeholder in Arctic affairs,energy cooperation between China and Russia,a country in the Arctic region,in the Arctic region is in their respective development interests.In July2017,the leaders of China and Russia officially proposed that the two countries should carry out cooperation in Arctic shipping routes and jointly build the "Ice Silk Road".So far,China-Russia Arctic energy cooperation has a new era background and historical opportunities.This paper takes the Arctic energy cooperation between China and Russia as the research object,combined with the SWOT model,PEST model and the new SWOT model framework constructed by the Porter Five Forces Model in strategic management as the main analysis tools,and compares and analyzes the external energy environment(opportunities and threats)and internal energy conditions(advantages and disadvantages)faced by China-Russia Arctic energy cooperation.Through the splitting,analysis and integration of the new SWOT management model,the positive and negative effects of each factor on China-Russia Arctic energy cooperation are distinguished,and finally a two-dimensional strategy matrix is constructed according to the selected internal conditions,advantages and disadvantages,external environment opportunities and challenges,and four strategic choices with different focus areas are listed: win-win SO strategy,multi-ST strategy,twisting WO strategy and defensive WT strategy.This will make the development orientation of China and Russia in the field of energy cooperation in the Arctic region and the direction of future cooperation path selection clearer,so as to deepen the Sino-Russian energy partnership and expand the space for Sino-Russian cooperation in the Arctic region.
