The Arctic has always had a unique scientific value due to its special geographical location and climate.This is especially true in the context of global warming.In addition,the melting of glaciers has led to extensive discussion of the region’s untapped energy resources and the potential economic benefits of Arctic shipping routes.In recent years,China has been actively cooperating with Arctic countries.However,there is no comprehensive discussion on the interests of China’s participation in Arctic cooperation,and there is a lack of objective and clear evaluation on the status quo of interests claim and interests realization,which makes the existing problems in interests claim and interests realization of China’s participation in Arctic cooperation not identified and solved.Based on this research background,this paper first defines the concept of the Arctic region,the objects and scope of China’s cooperation in the Arctic region,and then selects grounded theory and literature survey to build an analytical framework for the theory of Arctic rights and interests.After the establishment of the framework,based on the Arctic policy literature of various countries and relevant factual cases,this paper sorts out and compares the status quo of China’s participation in the Arctic cooperation in the pursuit of interests claim and interests realization and then conducts SWOT analysis on these problems,and finally puts forward the corresponding countermeasures.This study found that there are four types of problems in China’s interests claim and interests realization in Arctic cooperation.First,interests claim and interests realization have been achieved,but there are still some problems to be optimized.Second,when a consensus has been reached on interests claim but effective cooperation practice has not been achieved.Third,there have been relevant cooperation practices,but because no consensus has been reached on interests claim,the practical results are not good.Fourth,the demand for rights and interests and the realization of rights and interests claim and interests realization have not been achieved and there are a lot of "blind areas".In order to solve the above problems,promote the agreement between interests claim and interests realization,optimize and promote China’s participation in Arctic cooperation,this paper argues that China needs to identify specific advantages,disadvantages,opportunities and threats in cooperation with different Arctic countries in different fields of rights and interests,and formulate targeted countermeasures.Specifically,the Chinese government,enterprises and relevant departments need to first strengthen and leverage existing advantages,including exploring and reaching potential cooperation that can complement each other’s advantages,maintaining and strengthening cooperation trust,and summarizing and promoting successful experiences.Secondly,it is necessary to improve and solve the existing disadvantages,including strengthening the strategic insight into the cooperation environment,formulating long-term cooperation policies,strengthening the business communication and negotiation ability in economic cooperation,and improving the technical level in Arctic shipping routes and infrastructure development,energy and mineral resources development.At the same time,China should actively explore and make use of external opportunities,including actively participating in foreign cooperation to improve its international status and discourse power,tracking and studying cooperation opportunities and continuously paying attention to competitors to seek and seize external opportunities.Finally,China needs to identify and avoid potential threats when conducting Arctic cooperation,including assessing the return on technology and capital,optimizing potential negative public opinion,strengthening international exchanges,and continuously tracking research on Arctic policies and international trends.
