The climate issue has been one of the global issues that the international community has paid close attention to.It is not only an environmental issue,but also a safety one related to the survival and development of the common interests of all mankind.It is one of the major challenges that all mankind must jointly address.Climate issues not only threaten the air,water,and soil elements on which humankind depends,but they also affect global politics,economy,energy,and security.Therefore,governance of the global climate is urgent.Due to the overall nature of the climate,the attributes of public goods,and the symmetrical nature of interests,every country on the planet will inevitably be affected by the climate problem.It is impossible to solve this problem independently.We must work together and act together to take positive measures to the global climate governance.As the two countries with the most energy consumption and the largest greenhouse gas emissions in the world,China and the United States have an unshirkable responsibility for global warming.At the same time,the impact of climate change on both countries cannot be underestimated.In addition,with the deepening of the globalization process,the interdependence among countries in the world in terms of economy,culture,ecology and other aspects has become increasingly deeper,and the affairs between them have become closer.No matter domestic or foreign affairs,there is mutual dependence,it can be said that every action of the two countries in climate governance will have a whole-body impact.The interests of the two countries in global climate governance are intertwined.Bridge differences and strengthen cooperation will have a positive effect on the sound development of the Sino-US bilateral relations,international multilateral relations,and global climate governance.Global climate governance has gone through different trajectories of development,starting from the United Nations Framework Convention on Climate Change,to the development of the Kyoto Protocol,the further improvement of the Copenhagen Agreement,and the Paris Agreement as a new starting point.The global climate governance system has undergone major changes in this process,including changes in global climate governance concepts,regulations,subjects and goals.China and the United States are just like two sides of the same coin,they constitute two major national actors in global climate governance and their status and role are self-evident.Reviewing the cooperation history of the two countries in global climate governance,we can find that the two countries' capabilities for cooperation have been continuously improved,cooperation fields are increasingly broadened,and cooperative actions are becoming more pragmatic.The drive of interests and complementary interests,international pressure and the promotion of international mechanisms are inseparable,and will play a significant role in promoting bilateral relations between the two countries and international multilateral relations.At the same time,it is beneficial for the international community to take effective action on global climate governance.However,after Trump was elected President of the United States,the climate policy of the United States is full of instability,which was a precedent during the Bush administration.The response of the United States to global climate governance has put Sino-US cooperation in global climate governance at a deadlock.The governance principles,specific action standards,the differences in governance models have hindered the way forward for global climate governance between Sino-US,due to the lack of strategic trust between the two countries,differences in development level and capacity for action,and different attitudes and positions towards climate governance.There is a structural contradiction between China and the United States,which is the essential reason for the conflict between the two countries in global climate governance.In order to adapt to the new global climate governance and adapt to the major changes in the global climate governance system,not only does China need to continue to play a leading role,the United States should be appealed to return to the global climate governance mechanism,while non-state actors should be promoted to actively participate in global climate governance to have positive results in global climate governance.
