Since the beginning of the 21st century,the strategic position of the ocean for coastal countries has become increasingly prominent.Driven by the wave of globalization and the frequent occurrence of global ocean problems,global ocean governance has risen,the research and practice of global ocean governance have also developed vigorously.At present,China is in the process of accelerating its construction of a maritime power.The "14th Five-Year Plan" outline clearly presents the ocean development goal of "deeply participating in global ocean governance",which indicates that the focus of China’s ocean development strategy has gradually evolved from domestic ocean management to the global mission of building a community of ocean destiny.This paper used CiteSpace to visually analyze the current status and hotspot evolution of global ocean governance research.The results show that the research on global ocean governance is insufficient cooperative and has obvious interdiscipline,the hot topics of global ocean governance research in the past decade are climate change,ecological environment,fisheries and biodiversity;China’s research on global ocean governance has entered a stage of rapid development in the past two years,and the research theme has shown significant policy orientation,but it has not yet formed a group of high-yield and high-influential core authors and scientific research teams.How will China participate in global ocean governance has become an urgent practical problem,which expects a research hotspot for Chinese scholars at present and in the future.The evolution of global ocean governance can be divided into three stages:the stage of ocean control and competition,the stage of ocean development and rule construction and the stage of deep adjustment and evolution.Governance theory is the theoretical basis of global ocean governance,the emergence and evolution of the global ocean governance system is the continuous process of mutual influence and coordinated movement of the four core elements of subject.object,goal,and regulation.Based on the analysis framework of governance theory,this paper studies the current situation of global ocean governance.The research found that:global ocean governance is characterized by multiple governance subjects,a wide range of governance objects as well as diverse governance objectives and means.Meanwhile there are also problems such as insufficient coordination and ineffective collaboration among various subjects,complex and diverse governance objects,fragmented and multiple of governance objectives,and delayed failure of governance regulations.With the in-depth adjustment and evolution of the international ocean order,the global ocean governance situation has become increasingly severe.The development course of China’s participation in global ocean governance can be divided into four stages:passive participation,active participation,full participation,and deep participation.Combining the current situation of global ocean governance and the evolution of China’s role in the global ocean governance system,this paper used SWOT-PEST matrix analysis to survey China’s participation in global ocean governance and found that it is currently facing a complicated situation.It is supported by the strengths of substantial increase in international status,continuous deepening of top-level design,steady improvement of marine economy and significant improvement of scientific and technological strength,however,there are also some restrictive factors,such as incomplete guarantee mechanisms,weak independent research and development capabilities and insufficient international talent reserves.From another point of view,the increasing international influence,the construction of the ’Belt and Road’ and the rise of the home international maritime cooperation platform have created good external conditions for China to participate in global ocean governance,but the complicated evolution of the international political order and the global spread of COVID-19 pose new challenges to China.This paper proposes a strategic model of gradual transition from the reversal strategy to the growth strategy,which conforms to the actual needs of China’s participation in global ocean governance at this stage.On this basis,the research has constructed a practical path for China to participate in global ocean governance,that is,condensing the consensus of global ocean governance,comprehensively improving the ocean governance capacity,improving the regulation of global ocean governance and promoting the joint construction of ocean discourse platforms.Taking Xiamen’s international ocean cooperation platforms as examples,this paper explores the new mode of ocean discourse platform to promote global ocean governance,and provides policy suggestions for China’s deep participation in global ocean governance. |
