| Inner Mongolia is located in the north of our country and it belongs to a typical arid and semi-arid area with little and uneven distribution of precipitation.Inner Mongolia is also an important northern security barrier and a major grain producing area of North China,which has rigid demands on water resources.How to realize the coordinated development of water resources and food system is the key issue to realize regional development and ensure food security.Based on the perspective of synergy,this thesis investigates the development and utilization of water resources and food production in Inner Mongolia within a variety of methods to explore the synergistic relationship between water resources and food security,and proposes countermeasures for the coordinated development of water resources and food security.The research mainly includes three aspects: First is investigating the status quo of water resources utilization and grain production in Inner Mongolia,puting forward the synergistic interaction between them,and using the unit root test,co-square test,Granger test and other methods to check it out.The second is to build a coupling coordination model of water resources and food security in Inner Mongolia which is based on the theories of coordinated development and coupling coordination,and to use the model to predict the coupling coordination degree of water resources and food security in Inner Mongolia.The study found that from 2005 to 2020,the coupling degree and coupling coordination degree of the water resources and food security system in Inner Mongolia were generally consistent with the comprehensive evaluation index,showing a fluctuating downward trend;In the low level stage,the coupling degree declines from the stage VI to the low level stage VIII,and the coupling degree gradually deteriorates,and the coupling coordination degree is between 0.309 and 0.543,which is in the imbalanced decline category and the overdevelopment category,which belongs to the barely coordinated V level,on the verge of imbalance level VI,and slightly imbalanced level VII coupling coordination level.Generally speaking,from 2005 to 2020,the coupling degree and coupling coordination degree fluctuated and declined with time,and the gap between high-quality coordinated development of water resources and food security widened;from2021 to 2030,the predicted values of the coupling degree and coupling coordination degree of water resources and food security in Inner Mongolia are consistent with the change trends of the actual values from 2005 to 2020,indicating that the development level of the water resources system in Inner Mongolia and the level of coupling and coordinated development of the food security system are not coordinated.The level and the development of the food security system are not coordinated,because such problems that prominent contradictions in coordinated development,unbalanced distribution of relevant subjects between the two systems and within the system,and weak coordination and interaction.Under the combined influence of these problems,the comprehensive development of Inner Mongolia’s water resources and food security system is slow,and the degree of coupling and coordinated development is not high.Thirdly,according to the results of model analysis and prediction,the countermeasures to promote the coordinated development of water resources and food security in Inner Mongolia are put forward from the aspects of synergistically that is improving the development level of water resources and food security;coordinating the distribution of interests of relevant stakeholders;and improving the synergy and interaction between government departments. |
