| China’s water resources management system continues to refine,2013 introduction of the " most strict water resources management system for the implementation of the assessment methods";2015 "Thirteenth Five-Year Plan" clearly put forward the implementation of the strictest water resources management system;In 2019,General Secretary Xi Jinping once again emphasized at the seminar on Eco-Protection and Qualitative Development of the Yellow River Basin that " Adhere to Water as a City"and,water to determine the land,water to determine the people,water to determine the production" "the water resources as the largest rigid constraints",to promote the intensive and economical use of water resources,and promote the harmonious development of society.Huanggang City is northeastern Hubei Province,the foothills of Dabie Mountain,the northern border of the Yangtze River,accounting for an important position in the Wuhan "1 + 8" city circle compared with the provincial capital Wuhan.With the continuous economic development,in recent years,Huang gang City water resources procurement and distribution issues and contradictions of Economic and Social Expansion between the increasingly prominent.There are some grave defects in water exploitation and utilization,including: low efficiency of water exploitation and impracticable structure of water application.The social and economic development of Huang gang City has been severely hampered by these issues.Thus,only by capturing scientifically and reasonably the current state of development and use of water resources in Huang gang City,and to explore the objective law of temporal and spatial evolution between the current state of development and use of water resources in Huang gang City and its economic development,can the structure of the development and use of water resources in Huang gang City be properly adjusted and optimized,and Sustainable and green social and eco nomic development can be promoted.Due to the intricacy,randomness and blurriness of the water resources system itself,as well as the multidimensional and multi-level factors that affect the water resources carrying capacity,there is no widely accepted protection of the water resources carrying capacity.This thesis suggests that the water resources carrying capacity includes not only the quantification and quality of water resources in itself.However,the influence of bioeconomic and eco-factors should also be taken into account.The scope of this contribution focuses on the current status of water use and its coupling and coordination with socio-economics.This project compares the current status of domestic and international research in this domain of study,and Huang gang City water endowment evaluation metric system was established on the basis of evaluating the current situation of water resources and economic and social development of Huang gang City;determines the weights of spatial and temporal evolution indicators of water resources subsystem and economic and social subsystem basing on the entropy value method,and conducts a comprehensive evaluation of the water resources carrying capacity status through TOPSIS model;creation of the coupling scale model to evaluate the degree of adjustment between the water resources endurance subsystems;the establishment of the coupling coordination pattern is to review the degree of cooperation between the water resources entailment subsystems;the gray prediction model is constructed to examine and predict the harmonious integration of water resources management and regional economic and social prospects;under the objective pattern of evolvement explained above,countermeasures for water resources utilization and management in Huang gang City are proposed.The main conclusions of this survey are as follows:(1)Based on the water resources carrying capacity subsystem,i.e.water resources and socio-economic subsystem,we ascertained the water endowment appraisal metrics system and construct TOPSIS model to objectively examine the spatial and temporal evolution trajectory of water encompassment in Huanggang City: temporally,the water resources carrying capacity of Huang gang City from 2010 to 2020 shows a continuous increasing trend,with small fluctuations in some years(2011 and 2013).change.Spatially,the comprehensive assessment value of water resources carrying capacity of Huang gang City has the distribution pattern of central > northwest > southeast,and the overall difference is not significant.(2)The coupling degree and coupling coordination degree model is constructed targeted analysis of the spatial and temporal evolution characteristics of the coupling degree and the harmony of the coupling degree of the water resources carrying force subsystem has been conducted based on the water resources carrying force subsystem: in terms of temporal evolution,the overall average value of the coupling degree of water resources carrying capacity of Huang gang City from 2010 to 2020 is above 0.9,the phase of coupling is at a high horizontal level;the extent of coupling coordination is fluctuating and the degree of coupling coordination is increasing,and the status of coupling coordination is changing from primary to Coupling protection is declining from primary to moderate coordination.In spatial dimension,most of the counties and urban areas are in high level coupling stage,while Huang zhou District has the lowest average coupling degree and is in the grinding stage;the spatial development of coupling coordination degree is unbalanced,specifically: the northeast of Huang gang City shows the development trend of primary coordination-intermediate coordination in the evaluation year;the northwest experiences the stage of primary coordination-barely coordinated;the southeast shows the development history of primary coordination-barely coordinated-primary coordination;The urban southwest demonstrates a trend of mid coordinating-reluctant coordinating-primary harmonization.(3)Construction of a gray anticipation model forecasting the evolution of the timeline of conservation and reconciliation of water resources carrying potential ecosystem in Huanggang City from 2021 to 2025 based on the coupled coordination extent of the water resilience subsystem: the coupling coordination degree of water resources and economic development in Huang gang City from 2021 to 2025 will show a continuous increasing trend,among which,the coupling coordination degree in 2021 is0.883,which is in the good coordination stage;from 2022 to The predicted value of the coupling coordination degree in 2022-2025 is in the range of(0.9,1),which is at the stage of high quality coordination.(4)Based on the above objective spatial and temporal evolution laws,the scientific and scientific rationality recommendations for the greener and sustainer growth of water resources and community economy in Huanggang City are as follows.Develop special industries according to conditions,set capacity by water,and accelerate the transformation and enhancement of industrial infrastructure;maximizing the distribution of remaining resources,strictly monitoring the red line of water resources;making greater efforts to regulate water pollution,bettering the water resources treatment system and fulfilling water resources protection practices;strengthen water conservation publicity,advocate environmental protection lifestyle,and raise public awareness of water conservation. |
