Research On Ecological Compensation System Of Artificial Breeding For Aquatic Wildlife In China

The outbreak of COVID-19 in early 2020 has changed people’s minds about the wild,and the topic of aquatic wildlife has attracted much attention.As an important part of the ecosystem,aquatic wildlife has great value in ecological environment,scientific research,economic development and so on.Due to the blind pursuit of economic growth in the early stage of development,many wildlife species face survival challenges due to the lack of attention to the protection of the ecological environment and resources.Wildlife is an important carrier of ecological value.Facing the severe environmental problems,artificial breeding of wildlife is an important and effective means to maintain biodiversity and protect wildlife resources.Artificial breeding is not only a measure to protect and preserve wildlife,but also one of the major industrial production methods in our country.Artificial breeding of aquatic wildlife embodies the value that can not be ignored in the protection of biodiversity,the preservation of aquatic genetic resources,the provision of quality protein in human diet,the development of rural revitalization industry and so on.But the providers of these values have not received due compensation.Although our country has issued a policy document on ecological compensation,but it mainly involves forestry,grassland,watershed and other areas,has not reflected the artificial breeding of aquatic wildlife industry has not yet reflected the attention.Therefore,it is of great practical significance to protect aquatic wildlife,improve the production enthusiasm of breeders,and promote the development of artificial breeding industry to study the ecological compensation system of aquatic wildlife industry and put forward suggestions to improve.Based on the related policies of ecological compensation in our country and the research results of artificial breeding and ecological compensation at home and abroad,this paper defines the related concepts and analyzes the principles,subjects,objects,standards and methods of artificial breeding of aquatic wild animals in our country on the basis of the theories of ecological environment value,externality,stakeholders,environmental rights,environmental justice and ecological security,and expounds the overall framework of artificial breeding compensation for aquatic wild animals.This paper studies the course of the formation,exploration and development of the system of ecological compensation for artificial breeding in our country,summarizes the system of ecological compensation since the reform and opening up,clarifies the characteristics of policies in each stage,clarifies the direction and emphasis of policy development,and analyzes the local attempts related to the system of artificial breeding compensation in some provinces and cities,and summarizes the experience from the scope of compensation,the mode of compensation,the source of funds and the disposal of products.It is sorted out that the problems existing in the current ecological compensation system for artificial breeding of aquatic wild animals in my country are mainly at three levels.In view of the above existing problems,it is suggested that the ecological compensation system for artificial breeding of aquatic wild animals in my country can be improved through the following ways: improve the legislative system;clarify the content of the compensation system including subjects,standards and methods;optimize supporting mechanisms such as funds and management;fully consider compensation subject’s needs,etc.
