Research On Compensation For Ecological Loss Caused By Marine Construction Projects

In recent years,with the rapid development of Marine economy and the increasing demand of human beings,the contradiction between Marine ecological environment and Marine engineering construction has become increasingly prominent,and Marine ecological compensation is an important way to resolve this contradiction.At present,the research and practice of ecological compensation mainly focus on terrestrial ecosystem,and the research of ecological loss compensation in Marine engineering construction is rare.This paper mainly aims at the ecological loss caused by Marine engineering construction,through consulting relevant domestic and foreign literature,data collection,case analysis,numerical simulation and other means to do a more systematic study of Marine ecological loss compensation method,which has important practical significance.The main research contents and results are as follows:(1)From the two aspects of biological resource loss and ecosystem service function loss,this paper summarizes the previous ecological loss assessment methods caused by Marine engineering construction.The biological resource loss assessment is mainly based on the existing norms,supplemented by the research results of others,and mainly summarizes the biological resource loss during the construction period.Based on the existing research results,the Marine ecosystem service classification system and Marine ecosystem service value evaluation model are established,and the amount of loss of Marine ecosystem service function value is determined by combining the existing assessment results of damage degree of Marine ecosystem service caused by different Marine engineering.(2)The methods of Marine ecological loss compensation are summarized from two aspects: fund compensation and ecological restoration compensation.According to the fund compensation,the author compares and analyzes two kinds of compensation fund accounting methods based on ecosystem service and ecological restoration.Aiming at the compensation of ecological restoration,based on the actual project cases at home and abroad,the compensation of in-situ ecological restoration and ectopic ecological restoration are proposed,and the ecological coastal structure is taken as the compensation method of in-situ ecological restoration for Marine engineering construction,and the ecological coastal structure and ecological compensation are organically combined.(3)The compensation scales of different Marine projects are estimated to solve the basic problems of ecological restoration in fund compensation and ecological restoration compensation by the method of HEA.The ecological compensation effect evaluation system and ecological benefit evaluation system based on ecosystem service value are established for in situ ecological restoration compensation-ecological coastal structure.(4)The improvement of water environment by situ ecological restoration compensation was quantitatively analyzed,and a numerical model was established by coupling MIKE21 and FLUENT.The effect of stepped ecological seawall and compound ecological seawall on the improvement of water quality and flow velocity was studied for examples.on the basis of water quality simulation results combined with the research of others the ecological benefit of cascade ecological seawall were evaluated,conservative estimates that every year to increase 31200 yuan/km ecological benefits.
