Research On The Ecological Compensation System For Mineral Resources

Our country's mineral resources reserve power,the quantity and variety,the resource is to maintain the ecological environment and promote sustainable development the important resources in the economic prosperity,but with the people of the mineral resources development and utilization of activity is increasingly frequent,resource depletion and the emerging problems such as ecological environment deterioration,for natural resources and ecological environment caused irreversible damage.The author believes that how to properly solve this imminent contradiction is closely related to the construction of ecological civilization and the coordinated development of economy in China.Therefore,the mineral resources ecological compensation system should be designed properly to promote the construction of ecological civilization and build a beautiful China.In this paper,the mineral resources ecological compensation system is studied through four parts,in order to contribute to the improvement of the system.In the first part,the author summarizes the connotation of the system and the theoretical basis it relies on by collecting and sorting out a large number of literatures.The second part summarizes the current situation of China's legal system of ecological compensation for mineral resources and the existing problems in this field,and analyzes them one by one.In the third part,after systematically investigating the status quo of mineral resources ecological compensation system in Australia,the United States and Germany,the author draws the inspiration that China should establish a comprehensive and systematic legal system in this aspect,guarantee its legal basis and construct a perfect and flexible mineral resources ecological compensation system.In the fourth part,the author deeply analyzes the problems existing in the system of this field in our country at the present stage and refers to the advanced practices of three developed countries,such as Australia,and puts forward six Suggestions for improvement.
