Ecological compensation as a scientific and effective environmental protection and restoration measures has been widely used in various river basins.The watershed ecological compensation mechanism established can help the watershed better manage and utilize water resources,promote watershed ecological environment sustainable development,stabilized and promoted on the development of social economy.Vigorously promoting and developing watershed ecological compensation work is more conducive to the construction of ecological civilization society.This paper relies on the National Natural Science Foundation of China’s“Study on Ecological Compensation Mechanism of Watershed under Dual Control of Water Quality and Quantity”(51879241),analyzed and established the mechanism of watershed ecological compensation,and implemented ecological compensation measures for unknown runoff areas,taked Nanyang city as study area.The main research contents and results are as follows:(1)Studied on compensation mechanism of ecological water deficit damage in river basin.Based on the damage compensation principle of"who overtakes,who compensates",from the perspective of river ecological protection clarified the relationship between administrative units and water use inside and outside the river and identified the relationship between the subject and object and their ecological interests under the influence of river ecological water deficit.Considered the compensation between the upstream and downstream administrative units and the compensation process of the water industry outside the river to compensate the ecological water demand of the river.Established compensation subject and object,ecological water demand of rivers,compensation water amount and water resource value compensation standard to compensation value of driving response relationship.Established the compensation mechanism for ecological water deficit damage of river basin.(2)Based on hydrological simulation and hydrologic method determined the ecological water demand of rivers.Based on digital elevation,land use type,soil,meteorological and hydrological data established hydrological model databases.Conducted restored calculation and hydrological simulation of the runoff data of measured stations,analysed the main hydrological parameters in the hydrological model.Calibrated and validated the simulation results,determined the applicability of the model,and conducted hydrological simulation to obtain the natural runoff data at the outlet section of the basin.According to the anomaly percentage method,the runoff data can be divided into abundant,flat and dry years,used the improved MTMSHC hydrology method to calculate the minimum ecological flow of the river in each characteristic year and month.Based on the minimum ecological flow calculated the ecological water demand of rivers.(3)Calculated the ecological compensation standard and compensation value.Analysed the value attribute of water resources,established the comprehensive evaluation index system of water resources value considering water environment,water resources,social economy and water use efficiency.Used fuzzy comprehensive evaluation method to establish the water resources value accounting model,obtained water resource value ecological compensation standard.Judged compensation relation through the river ecological water demand and actual river water surplus and shortage.Obtained river ecological deficit water and combined compensation standard to calculate the ecological compensation value of river water deficit.(4)Instance analyzed.According to the above research content,carried out a case study of Tanghe and Baihe River Basin in Nanyang City,established ecological compensation mechanism in Tanghe and Baihe River Basin.Based on hydrological model and parametric calibration software,obtained the natural runoff data in the area lacking data.Used the improved hydrology method,calculated the minimum ecological flow and ecological water demand of rivers.According to the ecological water demand of rivers,judged the amount of water in the river.Combined with the compensation mechanism of ecological water deficit damage of river basin and water resource value,calculated te ecological compensation of Tanghe and Baihe river basins in Nanyang city from 2008 to 2016,discussed and analyzed the compensation results.The compensation value of Baihe River Basin in 2011 was the highest at 834.34 million yuan,with the water resource value of 3.6 yuan/m~3 and the compensation water amount of 231.76 million m~3,and the compensation value of Tanghhe River Basin in 2013 was the highest at 485.317 million yuan,with the water resource value of 4.98 yuan/m~3 and the compensation water amount of 97.45 million m~3.In the Tanghe and Baihe River basins,the main compensation method was compensation of river ecological water demand by water industries outside the river.Excessive water taken out of the river will affect the ecological health of the river,established ecological compensation mechanism is an important measure to solve this problem and has important practical significance for ecological environment protection.
