The Integrated Circuit industry is a key industry leading the new round of scientific and technological revolution in China,and one of the important driving forces to promote industrial transformation and upgrading.It is both strategic and marketable.High-tech industry represented by integrated circuit plays a huge role in leading regional economic development.Local governments also attach great importance to the cultivation and support of Integrated Circuit industry.At present,the global high-end IC industry is in the period of major adjustment and transformation,and the economic factors which determine the development of the industry are accelerating to concentrate on advantageous regions and enterprises.Industrial agglomeration can promote product innovation,technological innovation and organizational innovation,and bring economic and social benefits.In the practice of the Integrated Circuit industry development in zhejiang province,let it free development under the market mechanism,bring agglomeration with small scale,low level,the advantage resources is difficult to import,the core technology problems such as difficult to break through,the improper way of agglomeration and development models can lead to path dependence and low-end locking,with similar industrial structure,repeated construction,resources mismatch,scattered investment,Further,the imperfection of industrial ecosystem and lack of coordinated integration of industrial chain hinder the development of regional industrial agglomeration.This thesis first in the carding predecessors to general manufacturing industry and high-tech industry agglomeration and path and integrated circuit industry development research,on the basis of a summary on the development of IC industry cluster in zhejiang province and the present situation and influence the assembling of the development of the industry chain and industry ecosystem,refining industry cluster development process of the problem.Then,through theoretical research and practical induction,the motivation and path of zhejiang province IC industry agglomeration research is also the main content.Based on the classical theories of external economy,industrial location and competitive advantage,this thesis analyzes the motivation of IC industry agglomeration from three aspects: basic conditions,government and market,considering the unique characteristics of IC industry,and holds that government is the most critical link.The logic of promoting industrial agglomeration development is proved from the practical practice of zhejiang province,such as resource pooling,competitive cooperation,knowledge spillover,technological innovation and constructing regional innovation network.The endogenous cluster path represented by Hangzhou and the exogenous cluster path represented by Shaoxing are summarized and compared.Finally,draw lessons from the advanced experience of developed countries and regions at home and abroad,put forward corresponding policy suggestions.This thesis argues that industrial agglomeration is an important location feature of IC industry,and also an effective way to promote its rapid development.It is necessary for the government to intervene by means of industrial policy throughout the industrial development.To build industrial parks and attract major projects as a strong starting point to promote the high concentration of resources(especially labor resources);Establish a public platform to promote the coordination and improvement of industrial ecology and industry chain;Do well in the top-level design,ensure the supply of resource elements,leading enterprises;We will strengthen regional coordination and build large-scale industrial clusters.
