Research On The Promotion Strategy Of Public Cultural Service In Hebei Library Under The View Of Value Creation

The Fifth Plenary Session of the 19 th CPC Central Committee clearly put forward "improving the level of public cultural services",which is not only to protect the cultural rights and interests of the people,but also an internal requirement for the innovation of national governance means and promote the equalization of public cultural services,and also an important way to promote common prosperity and realize the great rejuvenation of the Chinese nation.Public libraries are an important part of the socialist public cultural service system.The benign operation of public libraries is conducive to promoting the improvement and development of the public cultural service system,and it is also conducive to promoting the unity of meeting the people's cultural needs and strengthening the people's spiritual strength.Therefore,this article on the Hebei Provincial Library Research has an important theoretical significance and practical significance.This thesis uses the theory of value co-creation,using the literature analysis method,questionnaire survey method,interview method and other common management methods.The main content is divided into 6 parts.The first part is the clue.Mainly for the purpose and significance of the topic,the library value research most around the background of "Internet+" how to create value platform,this paper extends the value,hope to play a role of jade,cause social organizations and enterprises and institutions to participate in the library construction in Hebei province.The second part is the core concept and the theoretical basis.The relevant concepts are mainly defined,with the theory of value creation,innovation theory and new public service theory.The third part mainly analyzes the value co-creation mechanism of Hebei Library.At the level of theoretical research,most of the main elements of value co-creation only involve both enterprises and users.This article extends the main elements of value co-creation,integrates social forces and other stakeholders into the scope of the main elements of value co-creation,and combines them with the goal of realizing library equalization.This chapter analyzes the factors,factors and value co-creation process,which is conducive to promoting the formation of value co-creation in Hebei Library from the theoretical level.The fourth part mainly analyzes the current situation of public cultural services in Hebei Library in the process of value co-creation.In practice,Hebei Library continuously strengthen the extension of social service function,take cultural inheritance as the orientation,expand the cultural value chain,and actively promote cross-border cooperation,serve the local economic development;In order to better serve the major national strategy,support rural revitalization,Hebei Library also actively promote cultural and economic development,constantly demonstrate social responsibility.The fifth part mainly analyzes the problems and reasons of library cultural services in Hebei Province from the perspective of value co-creation.At the government level,the concept of value co-creation lags behind,and the laws and regulations are not detailed;for the library itself,the value co-creation platform and resource construction lag;at the social level,the concept is biased and the social participation is insufficient.The main reasons are the imperfect government policy orientation mechanism,unclear functional orientation,poor library system and mechanism,insufficient funding input and low public value creation accomplishment.The sixth part mainly proposes the countermeasures to improve the public cultural services in Hebei Library under the perspective of value co-creation.On the one hand,we should learn from the experience of advanced regional libraries,constantly cultivate the value co-creation consciousness,attract the subject participation,cultivate the library value co-creation culture,and improve the value co-creation mechanism;on the other hand,we should continue to optimize the supply,focus on the appeal expression,promote the resource integration,shape the quality cultural brand,and establish a value co-creation platform.Only with the joint efforts of the government,libraries,the public and other groups can the improvement of library cultural services in Hebei province be realized.
