| The promulgation and adoption of the decision of the CPC Central Committee on deepening the reform of the party and state institutions in 2018 is a profound change in the national governance system,marking that China's archives management system has officially changed from the former "Bureau Library Integration" to "Bureau Library separation".As an important part of the archives cause,comprehensive archives shoulder the responsibility of " Managing archives for the party,keeping history for the country and serving the people",and at the same time its service function can be improved.This paper focuses on the comprehensive archives under the background of institutional reform,and do a careful study of the achievements and problems of the comprehensive archives in improving the service mode after the institutional reform.Besides,this paper puts forward relevant countermeasures from four aspects: improving the service mechanism construction,improving the infrastructure system construction,improving the collection resources construction and improving the management system construction.There are five parts in the whole paper.The first part is the introduction,including the research background and significance,research status and review at home and abroad,research ideas and methods,and the expected innovation of the paper.The second part is the basic cognition of the service mode of comprehensive archives.This paper analyzes the four elements,concepts and basic characteristics of the service mode of comprehensive archives.The third part analyzes the three main service modes of the comprehensive archives,and expounds its concept,realization way and characteristics in detail.The fourth part through the field investigation and network investigation of three provincial comprehensive archives in China,we know that the service mode construction of comprehensive archives has been greatly improved in terms of service concept,service object and service form after the institutional reform.However,there are some problems in infrastructure,collection resources,talent team and fund investment.As a result,the service mode of the comprehensive archives is still slightly outdated.The fifth part mainly discusses the Countermeasures of innovating the service mode construction of comprehensive archives.Combined with the characteristics of the comprehensive archives,the problems in the construction of service mode mentioned in the above paper as the starting point,this paper puts forward some optimization strategies to solve these problems.This paper mainly discusses how to strengthen the organization and leadership,increase capital investment,strengthen the construction of library resources,and strengthen talent support.The sixth part is the summary and prospect,which mainly summarizes the full text,summarizes the research results and shortcomings. |
