Public libraries are an important part of the public cultural service system in China.Reader service is the foundation of libraries.The implement of "Law of the People's Republic of China on Public Libraries" marks that China has begun to promote the development and growth of public libraries from the legal perspective,and the public library industry has ushered in a great historical opportunity for development.The development of public libraries fits the actual cultural needs of current domestic citizens,it improves the national governance efficacy and promotes the equalization of public services.J province is a province with strong economy and strong culture.As one of the important positions for the cultural construction and cultural benefit of J province,insisting on taking people as the center,meeting the needs of readers,libraries in J province take the initiative,have achieved some progress.Looking at the big picture,there are still many problems to be solved.Based on this situation,this article takes the new public service theory as the analytical framework,and combines the connotation of the new public service theory to study the service of libraries in J province,and then seek solutions to the existing deficiencies.Specifically,first of all,by summarizing the achievements and experiences of public library service in some cities in J province,this article analyzes the current situation and necessity of cultural service of public libraries in J province.Subsequently,combined with the problems in the service process of libraries in J province that government service concept needs to be further changed,resource utilization needs to be further improved,effective supply needs to be further improved,and service directions need to be more detailed,this article analyzes the reasons behind,the underlying reasons include government didn't do well in the transformation of role positioning and functional management,service content is duplicated and reader participation is insufficient,service supply models are not diversified enough,and lack of a unified and effective assessment mechanism.Finally,taking the current situation of public library service in J province as a starting point and combining future development trends,this article puts forward the countermeasures and suggestions for the construction of public cultural services in libraries of J province from four aspects: the government transforms its functions to enhance the service concept,attaches importance to user experience to enhance service content,integrates resources to enhance service methods,and establishes a unified and effective supervision and guarantee mechanism.
