The Possibility And Feasibility Of Single-track System Of Electronic Archives In China

With the development of information technology and the popularization of office automation,the contradiction between the digital generation and the analog utilization of electronic documents,the single-set operation and the double-set management of electronic documents are becoming more and more obvious.The waste of resources,out of control and the lag of information services exposed in the management of electronic archives.The voice of the masses on electronic archives single-track system is growing.The single-track system of electronic archives refers to the documents generated in the digital environment,which are only processed in the electronic way in the archiving,storing,utilizing.The whole process of management is paperless,and paper documents are not generated.In the definition of the concept,using "electronic archives" rather than "electronic documents" is not only to comply with the relevant standards and regulations,but also to emphasize that the key to the realization of "single-track system" in the archiving link.From the perspective of the philosophical relationship between the possibility,feasibility and reality of the developing things,the current situation of electronic archives management is facing the key stage on transforming from the possibility of single-track system to the reality.Exploring the feasibility(which connecting the possibility and the reality),clarifying the key things,to promoting the digital transformation of electronic archives management.This paper analyzes the possibility of the electronic archives from two aspects: the conflict of the electronic archives management and the pilot situation of the single-track system.It holds that the electronic archives single-track system has the possibility in China,and divides its development process into four stages: concept formation,pilot exploration,limited promotion and full implementation.To a certain extent,it answers the question of Fu Hua(deputy director of the National Archives Administration of China)who proposed that "What has been done and what needs to be done to end the" double-set system " in the report of the National Archives Informatization Forum in 2019.The feasibility of the electronic archives single-track system is the intermediary link of the transformation from possibility to reality,which reflects the implementation.The National Archives Administration of China selected 33 pilot enterprises(the first group)to launch the work of electronic documents archiving and electronic archives management,which are mainly exploring the feasibility of the electronic archives single-track system.Comparing and analyzing the experience and sort out the consensus and shortcomings of pilot enterprises are empirical basis for the feasibility study.Based on the basic practice framework of "system +Management + technology" explored by the pilot work,this paper puts forward a feasible scheme for the construction of electronic archives single-track system,which is composed of four dimensions: ideology,system,management and technology.Only when possibility is transformed into reality can it have meaning.The transformation of reality is the ultimate goal and destination of possibility and feasibility analysis.Among the possibilities of electronic archives management,the single-track system is a kind of possibility which can reconcile the contradictions of management and has a high probability,but it can not be simply considered as inevitable,otherwise it is easy to ignore the "subject's initiative and free choice space" provided by the possibility of things.The archives administration department should be more active in choosing the possible development trend of the electronic archives single-track system.Among them,cultivating the trust of the electronic archives is the key,it needs to start from the standardization of the electronic documents generation,the external certification of the technical system,the popularization of the use of the electronic archives and the certainty of the legal effect,So as to establish and consolidate public trust in electronic archives.
