| Since the mid-1990 s,the Internet has not only exerted a series of profound influences on the forms,channels and patterns of information dissemination,but also inserted information wings into the cause of popular science.At present,the work of science popularization informatization presents new features such as diversification of subjects,complexity of relations,diversification of channels and advanced functions,and gradually evolves from "government-led" to "civil coordination" and "public participation".However,there are still some deep-seated problems to be solved urgently,such as policies,concepts,mechanisms and efficiency.Based on this,this study systematically studies the concept and essence definition,function innovation,form transformation and mode construction of "Internet + popular science",and elaborates the objectives,content and path of implementing the strategy of "Internet + popular science".As the leading force of innovation-driven development,the Internet has not only brought about fundamental changes in the development model,industry norms and audience needs,but also deeply transformed the structure of human society and the way of survival.In this context,the central government implements the "Internet + strategy" from the national level,aiming at promoting the comprehensive informatization in production,consumption,society and other fields,in order to build new advantages and momentum for development."Internet + Popularization of Science" is to make full use of modern information technology,take the Internet as the basic facilities and innovative elements,promote the "four-fold innovation" of theory,system,technology and organization through the development and utilization of digital resources of popular science,create new products,services and new models of popular science,and then build a new ecological system of popular Science in the digital era.Therefore,the essence of the "Internet + transformation" of popular science is an all-round and fundamental change from quantitative to qualitative,and it has the characteristics of openness,large-scale,ecology,subversion of operation mode and people-oriented.At present,the academia has a clear understanding of the diversification of the functions of science popularization,which can be summarized as three trends: the evolution from "representation science" to "practical science",the transition from "truth exploration" to "state behavior" related to human survival and national prosperity and decline,and the expansion from pure "college science" to secular "life science".Therefore,contemporary science popularization should be embodied in the forms of communication within the scientific community,public-oriented science and technology communication,Scientific Dialogue and policy consultation.It covers the pluralistic functions of popularizing science and technology knowledge,enhancing public understanding of science,promoting public participation in science,fostering science and innovation culture,and serving science and technology innovation strategy.In short,any theory or model that only contains a single goal can not meet the needs of the contemporary society.We must build a "big social science popularization" which is in line with the characteristics of the "Internet+era".Compared with the traditional popular science,the "socialized popular science" has four characteristics,namely "big goal","big subject","big cooperation" and "big influence".The functional innovation of "Internet + Popular Science" inevitably requires the transformation and upgrading of the form of popular science,for which technological innovation and civil society construction have injected strong impetus.On the one hand,technological integration,functional upgrading,convergence of communication forms,organizational integration and industrial integration have greatly expanded the space-time boundaries of communication,and the speed,frequency and density of information dissemination have increased in geometric progression;on the other hand,digital and network survival has become the mainstream and prospective mode of life in contemporary society,and "Internet + triggers lifestyles and learning concepts".A series of innovations,such as the way of thinking,etc.,are coming out with the form of "informationization" popular science.According to the system theory,the system of popular science communication is a unified organic whole based on specific social norms,rather than a simple superposition of various elements,modules and clues.In order to adapt to the complex situation of globalization,informatization and integration of science,technology and society,we should integrate the concept,technology,form and function of popular science effectively on the basis of foreign models,and construct an integrated model of popular science that can summarize and explain contemporary practice.This mode not only integrates the first-and second-order scientific communication to meet the requirements of "four disciplines"(promoting scientific spirit,disseminating scientific ideas,advocating scientific methods and popularizing scientific knowledge),but also realizes the promotion goal of "two abilities"(dealing with practical problems and participating in public affairs)through the third-order communication,which has the characteristics of integrity,hierarchy,internal unity and high order.At present,China is in the critical period and the key stage of building a well-off society in an all-round way.We should innovate the concept,strategy and service mode of popular science in an all-round way,greatly and rapidly enhance the service ability of "Internet+popular science" in China by means of information technology and means,and promote the transformation from factor-driven and investment-driven to innovation-driven,so as to realize the goals of "two hundred years" and innovation-driven development strategy.We are now providing strong impetus.Firstly,the three principles of "openness","cooperation" and "innovation" should be adopted in the construction of "Internet + popular science" integration mode,so that new thinking,new technology and new platform become powerful driving forces for transformation and development.Secondly,the implementation of the strategy of "Internet + Popularization of Science" should promote all-round changes from technology,concept to behavior,including five aspects: interconnected thinking,overall coordination,open sharing,demand-oriented and complementary advantages.Thirdly,taking the information technology of popular science as the core,we should comprehensively enhance the service ability of "Internet + popular science".Firstly,we should focus on the effective demand to enrich the content of popular science and create a cloud platform for popular science service;secondly,we should innovate the expression and communication forms of popular science and build a communication system of "Internet + popular science";thirdly,we should promote the deep integration of information technology and traditional popular science through integrated innovation;fourthly,we should use diversified means.Broadening the channels of popular science communication and strengthening the precise push service of popular science content;Fifth,making full use of market mechanism to innovate the management and operation mode of popular science.To sum up,the implementation of the strategy of "Internet + Popularization of Science" is to build a new mode of popular science service that is "ubiquitous,pluralistic,intensive,precise and interactive",relying on the technological innovation of building a powerful network country,and further promoting the integration of the elements of popular science resources,technology,platforms and mechanisms around the key and difficult points of the reform of popular science undertakings.In other words,only by advancing with the times and innovating and developing,can we meet the needs of the times and society,fully release the innovative wisdom and power hidden among millions of people,and realize the harmonious resonance between the popularization of science and the wing of scientific and technological innovation. |
