In recent years,the continuous deepening of the reform of government institutions is to meet the urgent needs of China's social,political and economic development,and to comprehensively upgrade and optimize the management system,functional configuration,institutional setup and personnel configuration of the party and government organs,which is the comprehensive embodiment of the service-oriented government.As the integration reform of the government media sector,it is a powerful measure to adapt to the new era of the party and government media propaganda service promotion.In the report to the 19th CPC National Congress,it was clearly stated that government departments at all levels should work hard to innovate and develop and diversify the means of communication,and comprehensively enhance the communication,guidance,credibility and influence of the Party's media and public opinion bases.Deepening county financial media center construction is according to the practical demand of the propaganda and ideological work at the grass-roots level to make a major strategic decision deployment,is a very important step of deepening the reform of government institutions in our country,accord with the requirement of building a service-oriented government,conforms to the traditional media and new media in the direction of the unified management and requirements,be helpful for giving full play to the advantages of traditional media and new media,Coordinating,dispatching and integrating government media resources from the top level is the only way for government propaganda departments to face the multiple tests of new media and digital development under the current environment and innovate to improve social governance and service capabilities.General Secretary Xi Jinping clearly pointed out at the conference on the construction of the media center: we should pay solid attention to the construction of the county-level media center to better guide and serve the masses.Under the current background,governments all over the country have vigorously promoted the construction of financial media centers,which has made great achievements,but also encountered many problems in practice.Through investigation,the author finds that the theoretical research on the construction of county-level financial media centers is relatively weak compared with the current development situation due to the rapid development,and most of the research focuses on the communication level.County-level financial media center,as a functional department of local government propaganda,is not only a matter of media professional field,but also a matter of government governance field.To be precise,it is a cross-boundary issue with multiple attributes in the field of government governance and media.Therefore,in view of the particularity of the relationship between government management and media,it is necessary to analyze the reform of media departments in political governance by combining the reality of media development,especially the reality of counties,rather than solely considering the logic of media and government management.It is regarded as the transformation and integration of traditional media functional departments under the comprehensive impact of new media under the Chinese government management system.From the point of view of the current transformation and integration of county-level financial media,the research on the construction of county-level financial media center has great theoretical support significance.The transformation of government propaganda fusion is not starting from the microscopic structure of Chinese grass-roots political governance,and to the ruling from the integrity of government macroscopic Angle to consider,the process is necessarily from top to bottom,top and base of penetration of the reform of government organizations,that is to say,only from the country's social governance and the governance of the ruling party modernization become an important project of government reform and the improvement of government governance ability,and it is quickly integrated into the current practice of government institutional reform.With the promotion of the construction of county-level financial media centers in China,this paper conducts an in-depth study on the effective experience and existing problems generated in the practice process.Diversification and integration is the most important first step in the construction of the integration media center,which is exactly the effective path to realize the "last kilometer" of grass-roots social governance.There is no unique criterion for the choice of platform construction.Customization mode is an inexhaustible driving force to break through the dilemma and achieve sustainable development.In the process of realizing the function of the modernization of grass-roots social governance,it is necessary not only to build the center,but also to operate the center.Then,how to operate the center has become a necessary problem existing in reality.Compared with the development,the exploration of these problems is still in the primary stage,but it also reveals the future development direction and path selection to a certain extent.This article through to the county financial background research of the construction of the media center,reflects line under the stage of national development and reform at home and abroad experience and advantage,and present situation of the reform at present in Shanxi Province as a whole has carried on the thorough classification summary,it involves various main classification comparison research,such as political,economic and cultural impact on macro,On the micro level,local leadership concept,personnel quality and regional characteristics.To a certain extent,the general problems existing in the field investigation and practical judgment,and then put forward a series of not mature ideas and countermeasures and reform suggestions.At present,the situation at home and abroad is changing rapidly.In the face of the urgent needs of national economic development and the construction of the ideological field of the people,in the face of the internal needs of the grassroots party construction to lead social development.How to put the CPC Central Committee's decision on the development of financial media into practice and give full play to its effectiveness is a problem that we need to solve at present,and it is also a topic that our public administration major needs to pay attention to.Based on the analysis and comparison of theoretical research on the construction of county-level financial media centers in China,this paper points out the current situation and problems of the reform of county-level financial media in Shanxi Province,and puts forward development countermeasures based on the advanced experience of the whole country.It is expected to put forward some suggestions and inspirations for the reform and construction of county level financial media centers in our province.
