Research On Integration Of Open Government Data Based On Metadata

Under the background of informationization tide,the special status of government makes it become the largest data owner in the information society.In recent years,under the guidance of the big data background and the national open data policy,local governments in China have gradually increased the intensity of data opening.The provincial and municipal government departments have successively established their own open government data platforms,and more and more public data have been released to the open government data portal.As the data set content is published,the metadata information that describes the data set is also published.At present,China has not built a national open government data platform,the development of various local platforms is not consistent,the establishment of metadata standards is not uniform norms,in the description of metadata is different,and there is a big gap with the United States,the United Kingdom and other countries.In view of this,based on the research of international general standard and the advanced experience of the United States,on the basis of the open government data platform of metadata integration situation in our country,aimed at promoting the integration of local government data to use,to better enhance citizens and data discovery and application of the relevant parties,to some extent,promote the construction of the national open government data platform.Based on the previous research on the semantic web technology and the technology of open government data,on the basis of the open government data platform of metadata application research,mainly around the following aspects:(1)the investigation and analysis of the open government data platform of domestic representative in the metadata standard,metadata model,the present situation of the application of metadata format,etc,summarizes the necessity of metadata management.(2)Analyze the most widely used metadata standard in this industry,namely,the framework structure composition of DCAT and the various relationships among the elements.(3)Establish a mapping between the metadata applied by the U.S.Open Government Data Platform and DCAT,and get the experience of the application of U.S.Open Government Data.(4)Build the domestic metadata integration system architecture,mainly for metadata mapping and metadata integration.To align and compare the metadata of China Open Government Data Platform with DCAT and the American scheme,in order to perfect the important missing items in the description of metadata in China;According to China's special administrative laws and regulations,procedures,regulations and administrative levels of the division,rich context information,open government data to complete the integration to the selected,data set semantics recognition,each county/district,municipal,provincial data resources and data collection of metadata integration,finally build national metadata integration platform.
