Research On Public Library Service Under PPP Mode Based On Public Demand

With the development of the times and the innovation of technology,the mode of supply of public libraries has changed.The transformation from institutionalization to marketization requires the intervention of private capital to solve the problem of the shortage and shortage of library funds,the PPP mode comes into being in the library service.Serving the public culture needs the sheatfish effect produced by PPP model,which adds new vitality to the service of the library and provides the investment channel and efficiency-increasing opportunity for the development of the private enterprise.This paper discusses how to combine the demand of mass culture with the PPP model,so as to make the public library do well the service of mass culture under the PPP model.First of all,on the basis of literature research,this paper sorts out the problems existing in the current public library supply mode and PPP mode service,and puts forward the research problems of this paper.Secondly,this paper analyzes the applicable types of public library service in PPP mode.This paper first compares the typical PPP Model Library services,including Xiamen Library,Xi'an Library,Binhai Library and other local libraries,and obtains the enlightenment from the public demand to improve the user satisfaction of PPP model.Then,this paper probes into the types of library services suitable for PPP model and the extension of its selection.With the coming of the big data era,PPP model library services are embedded in the industrial value chain,and the service system and capability community are constructed,using the cluster effect and the chain effect to promote reading,to improve the circulation and utilization of the collection,and to meet the personalized needs of readers with intelligent service.Thirdly,take the public welfare lecture as an example to investigate and analyze the public's cultural demand.On the basis of comparing the commonly used survey methods,the method of combining QFD with questionnaire survey is determined.Then the QFD objective Matrix and quality function development model are obtained,which provide a solid foundation for the implementation of lecture service.Finally,this paper studies the implementation and management of public library service under PPP mode.Firstly,the overall planning of the implementation of library service under PPP mode should increase the space of private capital and stick to the principle of people-oriented service,this paper provides management strategies for the management of personnel and assets of public libraries,and probes into the laws and regulations of library service management under the PPP mode,especially the property rights protection of electronic derivatives of digital library products,and put forward the corresponding solution strategy.
