With the advent of the era of mobile Internet and big data,enterprises have put forward new requirements for performance management.It is an important guarantee for enterprises to implement performance appraisal and pay attention to performance improvement to achieve their strategic goals.In this paper,Qinhuangdao radio and television network company as the research object,combined with the company's business characteristics,overall strategic objectives and management status,based on the theoretical knowledge of performance management and data analysis tools,in-depth study of its department performance index system construction and evaluation system optimization.First of all,it summarizes the relevant theories of performance appraisal.This paper expounds the concept and function of performance appraisal,and briefly introduces performance appraisal methods such as target management method,key performance index method,360 degree evaluation method,and balanced scorecard method.Secondly,it analyzes the current situation and problems of performance appraisal of Qinhuangdao radio and television network company.This paper introduces the general situation of the company's operation,organizational structure and current situation of human resources;describes the current situation of the performance appraisal system of the company's departments;points out the main problems existing in the current performance appraisal system of the company and analyzes the causes.Thirdly,optimize the department performance appraisal system.It defines the improvement objectives,principles and methods of performance appraisal system;determines the design process of performance appraisal system based on Balanced Scorecard;designs the performance appraisal system for four key departments of finance department,marketing department,engineering department and technology department in turn,and clarifies the application direction of performance evaluation results.Finally,it discusses the improvement measures of the implementation of the performance appraisal system.Do a good job in the publicity work in the early stage of theassessment,standardize the relevant supporting systems,constantly improve and maintain the index system,correctly apply the evaluation results and integrate the performance concept into the corporate culture.
