Research On The Problems And Countermeasures Of Wuhan Public Library Service In The Post-Epidemic Era

Public library service is an important part of public cultural service.Public libraries are important places to provide free public cultural service for citizens.With the construction of modern public cultural service system and the government's support for the development of cultural undertakings,public libraries in Wuhan have developed rapidly during the 13th Five Year Plan period.But the sudden outbreak of COVID-19 has changed people's way of life and learning.In the post epidemic era when the epidemic prevention and control has won a phased victory and public libraries have gradually returned to open,how to offer public library services and public libraries how to develop with high quality has become a new topic.Based on the new public service theory,this paper studies the problems and countermeasures of Wuhan Public Library Service in the post epidemic era from the perspective of public management.By using the methods of literature research and questionnaire survey,based on a comprehensive understanding of the current situation of Wuhan public library service,the author analyzes the problems existing in the service of Wuhan Public Library in the post epidemic era,and puts forward some countermeasures and suggestions for the development of Wuhan Public Library in the post epidemic Era.Firstly,this paper analyzes the current situation of infrastructure construction of Public Libraries in Wuhan and the service measures of Public Libraries in Wuhan during the epidemic period,and widely collects the habits and feelings of Wuhan citizens in using public libraries before,during and after the epidemic.According to these situations,combined with the current background of the times,this paper points out that in the post epidemic era,Wuhan Public Library as a whole has some problems,such as weak publicity and promotion,insufficient funding,insufficient emergency service capacity and challenges to offline conventional services.Finally,based on the new public management theory,this paper puts forward the countermeasures and suggestions of Wuhan Public Library Service in the post epidemic era from the government,public library and other social subjects.First,the government guides public libraries to develop with high quality by guiding them to make clear their development direction and objectives,promoting the establishment and improvement of emergency service mechanism,and promoting integrated development.Second,public libraries should strengthen the operation and management of library digital service platform,urge librarians to learn,strengthen public information literacy education,and optimize library online and offline services to adapt to the changes of the environment and realize self-development.Third,encourage social forces to participate in public library services and give full play to the advantages of resource integration and service innovation.
