| With the development of social economy,people’s demand for public cultural services is increasing.As a cultural institution that preserves and manages archive resources,public archives are the center for providing archive information services to the public.It should actively explore new service models,gradually improve service levels,and meet the public’s archive information needs.However,as far as the actual situation is concerned,the current archives have the problem of unbalanced services;the content of archives information services is also lacking in depth,and it is difficult to meet the diverse needs of the public.The information services of public archives urgently need to be optimized.Therefore,the thesis starts from the theory of equalization of public cultural services,constructs an evaluation index system for equalization of public cultural services,and provides theoretical guidance and practical suggestions for the service work of public archives.The research content mainly includes the following points:First,based on the connotation of equalization of public cultural services,construct an evaluation index system for the equalization of public cultural services from three aspects of guarantee indicators,supply indicators and target indicators,and elaborate on the specific requirements of equalization goals for public cultural services.What standards should public cultural services meet in order to finally achieve the goal of equalization?Second,based on the connotation of equalization of public cultural services,the connotation of equalization of archive information services is proposed:on the premise of the principle of fairness,equal archive information products and services are provided for all citizens.Based on the evaluation index system of equalization of public cultural services,the goal system of equalization of archives information services is constructed from five aspects:public archives service system,archives service platform,archives information resources and products,archivists and archives users.Provide guidance on information services in public archives.Third,to investigate the current status of information services of public archives in my country,collect and analyze relevant data with the archives of 31 provinces,autonomous regions,and municipalities directly under the Central Government as the survey objects,and summarize the problems and deficiencies in information services of public archives in my country:Archives service The system is not perfect,the archival service platform is lagging behind,the archival information resources and its products are insufficient,the comprehensive literacy of archivists is low,and the participation rate of archival users is low.Fourth,in view of the problems in the equalization of public archives services,the author starts from the five paths of service system construction,service platform construction,archival resources and product construction,archivist literacy improvement,and archival user construction.Make recommendations to achieve the goal of equalization.In terms of management system construction,it is necessary to further promote the reform of the archives management system.In terms of service platform construction,promote the construction of digital archives,promote information disclosure and sharing;strengthen the development of social tools,and enrich archive service methods.In terms of archive resource construction,we will build a diversified main body of archives,broaden the breadth of collection resources;expand the depth of collection resources,and strengthen the development and design of archive products.In terms of improving the quality of archivists,establish a sense of active service and promote the open use of archives;improve professionalism to meet the needs of archives information services.With regard to the construction of archives user groups,actively cross-border cooperation to expand the archives user group;guide public participation to accurately grasp the public’s archive information needs. |
