Research About The Public Service Construction Of Shanxi County-level Convergence Media Center From The Perspective Of New Public Service Theory

In recent years,promoting the construction and development of county-level convergence media centers has always been the focus of China's media convergence developing in depth and breadth,and the policy support has brought a new development opportunity to the county-level media which had been originally in a relatively inferior position.On Aug.21,2018,General Secretary Xi Jinping specifically pointed out at the national conference on propaganda and ideology:"we shall take solid steps to build the county-level convergence media center to better guide and serve the people" and the construction of the county-level convergence media center is finally for serving the masses to achieve the county-level convergence media center "information spreading+public service"two-wheel drive and play its important role in "opening up the last one kilometer of serving the masses".The county-level media are the most basic component of the media structure in China and closely linked with the grass-roots county-level people,and have the unique advantages in terms of closeness which are the best position for providing the grass-roots public service.On one hand,the county-level convergence media center can provide the corresponding technical support,platform building and resource sharing for the public service construction;On the other hand,the public service construction can also give a stronger communication power and influence for county-level convergence media centers.With the construction of county-level convergence media centers continuously promoted,the China's county-level convergence media centers have been built on a considerable scale.Firstly,from the perspective of the new public service theory,this paper demonstrates the logical relationship between the county-level convergence media center and the public service construction,selects four typical county-level convergence media centers in Huairen City,Shangdang District,Qingxu County and Pingyao County in Shanxi Province as the object of study,and analyzes and studies the public service construction of county-level convergence media centers in Shanxi Province by literature research method,field research method and questionnaire method.And it's found that the county-level convergence media center of Shanxi Province mainly adopts online and offline interaction,"media+" function construction and "use+feedback" dual platform construction to construct the public service function by the research.Secondly,based on the local people's evaluation and feedback regarding the use of public service functions of county-level convergence media centers and field research,the problems of county-level convergence media centers in Shanxi Province in terms of public service construction(such as platform failing to run smoothly,weak functional development,low awareness rate and usage rate of the masses and unsmooth interactive feedback channel)are discovered.Finally,the "'coordinator'role definition,diversified service subjects,service object of the citizen other than customer,service concept of pursuing public interests and value orientation of fairness being more important than efficiency" in the new public service theory are taken as the coordinates to propose that the public service construction of county-level convergence media centers in Shanxi Province shall be optimized and upgraded in terms of top-level design,rational form,behavior pattern and responsibility bearing based on four influence factors(including institutional environment,service resource,advanced technology and humanistic care)in the public service construction of county-level convergence media centers.
