The construction of county-level integrated media centers is a key task in the second phase of media integration in China.County-level integrated media centers are not only media tools,but also "new platforms for governance" at the grassroots level.This paper starts from the perspective of public service and elaborates that public service is the core issue in the construction of county-level integrated media centers.Based on the analysis of the supply and demand situation of county-level integrated media centers,this paper discusses the mismatch between supply and demand of county-level integrated media centers.This paper delves into the functional turn of public service capacity of county-level integrated media centers and proposes a path to enhance the capacity of public service of county-level integrated media centers.The paper is mainly divided into three parts: the introduction,the main body and the conclusion.The introduction mainly describes the origin of the paper,the significance of the research,core concepts,the current situation of the research,the content of the research and the research methods.The main body of the paper is chapters 1 to 4.The first chapter discusses the importance of discussing public services for the construction of county-level integrated media centers.Based on the analysis of supply and demand,the second chapter argues that the current public services of county-level integrated media centers have the problem of mismatch between supply and demand.Chapter 3 focuses on the functional shift of public service capacity of county-level integrated media centers.Three kinds of turns are explored: hard guidance to soft guidance,informative service to interactive service,and rough service to precise service.The fourth chapter takes the concept of value co-creation as the leader to explore the path of public service capacity enhancement of county-level integrated media centers,enhance the capacity of professional news reporting,realize diversified independent innovation of content,strengthen the introduction of talents, and enhance the capacity of news service;integrate resources,divide and collaborate,and deepen the government service;expand the function and innovate the model,and enhance the life service.The concluding remarks summarize the main contents of the thesis and provide an outlook on future research.The study finds that there is a mismatch between supply and demand in the public services of county-level integrated media centers in terms of news and party building services,government services,life services,and personalized recommendations.It is currently experiencing a functional shift from hard guidance to soft guidance,from informative service to interactive service,and from rough service to precise service,and needs to optimize the improvement path from news,government affairs,and life services in multiple dimensions.
