With the rapid development of science and technology,the competition among enterprises is increasingly fierce,and the core of the competition is gradually rising from funds to technology,talents and other aspects.It is the key for an enterprise to win in the fierce market competition to have talents with strong comprehensive ability.As an important part of human resource management,training plays a more and more important role in training and developing talents,and is recognized and respected by more and more enterprises.For example,Huawei,Haier and other enterprises have their own comparative complete human resource training system.The L R&D Center is the R&D organization of the world's top 500 L Group in China.With the continuous emergence and rapid development of new competitors,L Group gradually loses its dominant position in the competition.To improve the competitiveness and reverse the competitive disadvantage has become the core issue what L group is facing at present.As a research and development organization,the L R&D Center is mainly responsible for the research and development of differentiated and competitive products.If we want to achieve the goal and improve the ability of employees in all aspects,the key is to enhance the competitiveness of talents.The existing traditional training system of the L R&D Center can not meet the requirements of the current strategic development,so it is urgent to build a scientific and systematic training system.This paper breaks the framework of traditional training system and constructs a training system based on competency model,which is an attempt to new theories and methods.The topic of this paper is to optimize the training system of R&D personnel based on competency model.The author fully investigated and studied the relevant literature of competency and training at home and abroad.By means of questionnaire and interview,this paper studies and analyzes the existing problems and causes of the existing training system of the L R&D Center.According to the competency model and enterprise development strategy,the training system is optimized from training organization,training process,training courses and training methods.First,training organization optimization.A special training organization and management department had been set up and the division of responsibilities had been made clear,so as to change the problem that there is no special person in charge of the training of L Institute and the responsibility of L manufacturing legal person is ambiguous.At the same time,a new training advisory committee had been established to review major training decisions and ensure their correctness.Second,training process optimization.Through competency model building,enterprise strategy analysis,questionnaire survey and other methods,multi-channel,multi-dimensional research and training needs to meet the needs of organizations and individuals.According to the competency model and the reality of the L R&D Center,formulate targeted and practical training plan,including the ability to be improved,training objects,training cycle and training schedule,etc.Through the supervision and inspection of the key points in the training process,the implementation of the training plan can be guaranteed.Optimizing the evaluation system by using the four levels theory of training evaluation.After the training,the training effect will be evaluated in depth through questionnaire,interview and 360 degree evaluation.According to different training programs,different evaluation levels are established.At the same time,the feedback mechanism of the evaluation results is added to feed back the evaluation results to the corresponding personnel and departments,to continuously improve the follow-up training and promote the transformation of training results.Third,training course system construction.According to the established competency model,develop a targeted training course system.Develop and train internal lecturers,encourage and guide R&D personnel to develop courses by themselves.Improve the construction of information management system and enrich training resources.Fourth,diversified training methods.Actively practice the current effective and scientific advanced training methods,such as action learning,game training,etc.According to the characteristics of R&D personnel and the plasticity and importance of competence,different training methods are set up.In a training project,sometimes multiple training methods are combined.
