In the knowledge economy era, the strength of human capital become increasingly an important part of the core competitiveness of enterprises. And competency model construction and application of enterprise has become the primary means of human resource management. Based on the characteristics of radio and television industry and the importance of the quality of technical staff, according to competency and competency model theory, to XX radio and television stations, for example,this study carried out task analysis on radio&television technical staffs, and with referring to interviews it adopted questionnaire and expert opinion methods to construct the competency model of technical staffs in radio&television industry and verified its internal construct validity, which provided a preliminary theoretical basis for further research.First,this study describes the important role of radio&television technical staff and discusses the important significance of constructing radio&television technical staffs’ competency model. Secondly,after literature review and relevant information collection the author obtained data and constructed the task model for radio&television technicians through critical incident interview and task itemized techniques. mirroring Fleishmen’s "the ability requirement means" task analysis method--cross-reference of features of "task" and "ability" to give definition, this study adopted expert opinion methods to compile a competency features checklists for technical staffs, and formed task model for technical staffs from reference to large sample research. After rating these features needed in Structure equation model, constructs the radio&television technical staffs’ competency model and derives the relationship between each feature and its respective competency group as well as the relationship between competency groups.Finally, the model includes11competency features (Professional knowledge, operation skill, virtuosity, innovation ability, achievement orientation, summarized and analyzed thinking, notice on order, service consciousness, cooperation consciousness, stability and independence) which clustered into3competency groups (knowledge skill, problem solving ability and personality characteristics). The analysis shows that the overall and individual consistency index of factors have reached a higher level. The model has good construct validity and stability.The study enriches the theoretical empirical research in competency models and its conclusions set up reference for technical staffs’ recruitment standards,performance management, compensation strategy and promotion.
