Competition Of Layout And Reporting Framework

Public security traffic police department is an important law enforcement agency of the government.As an important police force of the public security team,traffic police plays an important role in reducing traffic accidents,maintaining a good traffic environment and other aspects,and is one of the most important factors to maintain social order.This study in central media in 2014-2018 in Beijing,Shanghai,Guangzhou and Shenzhen four traffic police report as the research object,using the news frame theory,subject,clustering and content analysis method,from the traffic police sources,reported issues and reports page position,genre and report tendency,etc.,to analyze samples,summarizes the central media reported framework,and explore influencing factors of the central media reported in police affairs around,around the traffic police system for how to use state-run media reported framework,get more chance to offer some reference Suggestions,correct the issues.The study found that the central media focused on the following five types of traffic police affairs: interpretation of policies and regulations,innovation of management measures,treatment of traffic conditions,application of new technologies and positive deeds of traffic police.On this basis,the reporting framework of central media traffic police is extracted: in terms of the thematic framework,the thematic framework presented in central media traffic police reports can be divided into policy and regulation framework,traffic management framework,technical framework and people's livelihood service framework.In terms of the structural framework,traffic police reports by the central media mainly focus on "event presentation",with little explanation of the background and cause analysis of news events.In terms of discourse framework,most traffic police reports in the central media focus on narration,presenting a relatively fixed official discourse framework.After sorting out the reporting framework of traffic police in the central media,three features of the framework are summarized: one is the coexistence of four thematic frameworks of policies and regulations,traffic management,technology application and people's livelihood service;Second,neutral and positive reports account for the majority,while negative reports account for a small number of "two-wing state";Third,the expression of hard news soft words,three-dimensional shape the image of the new era of traffic police.In addition,factors influencing the central media's coverage of traffic police affairs are found from the aspects of political factors,media attributes and news value orientation.In the author's opinion,if traffic police systems in various regions want to obtain more opportunities to correct and correct issues through the reporting framework of central media,they need to improve the communication and interaction mechanism with traditional media,take advantage of the official new media platform,take the initiative to set the agenda,and carry out three-dimensional communication and scientific response to the crisis.
