Research On News Framework Of Targeted Poverty Alleviation Report Of Shaanxi Daily(2013-2019)

Targeted poverty alleviation policy is the latest poverty alleviation policy design since the18 th national congress of the communist party of China aiming at the existing problems of the original poverty alleviation model and the new situation and characteristics of the poor areas.Through the corresponding institutional arrangements and policy support,it accurately delivers the poverty alleviation resources to the eligible target population.The starting point of targeted poverty alleviation policy is to help the poor people improve their living conditions,enhance their ability to get rid of poverty,and then get rid of poverty.It is a way of poverty alleviation that is precise in the whole process and targeted at special targets.As the party newspaper in charge of shaanxi provincial party committee,shaanxi daily is one of the earliest provincial party newspapers in China.It undertakes the important task of publicizing the national targeted poverty alleviation policy,reflecting the poverty alleviation process of regional social development,and supervising the implementation of the national targeted poverty alleviation policy.As a local mainstream media,shaanxi daily actively participates in the practice of targeted poverty alleviation in shaanxi province.To investigate the changes and characteristics of the discourse construction of media in the adjustment of national development policy,and to pay attention to the interaction between media and policy and the gains and losses of participating in the local poverty report,is an important reference for the local mainstream media to better perform their social responsibilities and enhance their communication ability.This paper studied 1,528 targeted poverty alleviation reports of shaanxi daily from 2013 to2019.Adopts content analysis and text analysis,first of all,from the perspective of quantitative combed the reported quantity,type,region,six aspects such as the orientation,sources and subject category,and discovered a number of reports on the growth and periodic peak and reports on abundant in form,give priority to with information and communication,reports the regional range widely focused,give priority to with positive reports on reports tend to be neutral report is complementary,officials and journalists reported sources dominant focus on poverty alleviation measures and reported topic and news frame characteristics of poverty alleviation.Secondly,combining the framework analysis of "interpretive package" by Gamson and the discourse analysis method of Van Dijk,this paper conducts qualitative analysis from the three aspects of targeted poverty alleviation report theme,layout discourse and title discourse analysis to investigate the media reality process of shaanxi daily's construction of targeted poverty alleviation.The research found that the targeted poverty alleviation report expressed five discourse types: "poverty alleviation cadres' responsibility and contribution","all-round assistance from government funds","industrial poverty alleviation is the key","vigilance against wrong practices and ideas" and "the leading role of the party and the government in getting rid of poverty".Finally,based on the research conclusion of the first half and the method of in-depth interview,this paper summarizes the reporting rule and characteristics of shaanxi daily's targeted poverty alleviation report,which is characterized by "benign interaction between policies and reporting activities","unity of positive publicity and adherence to news facts",and "rich coverage and prominent focus".At the same time,there are also deficiencies in three aspects: "insufficient coverage from the perspective of the grassroots,single image of the grassroots","lack of balance and continuity in coverage","fixed reporting methods and repetitive reporting themes".How to tell the story of poverty alleviation well at present and in the future,and how to carry out policy news reports in the media are put forward: continue to go to the front line,balance the power of reporting and interviewing to pay attention to the practice of poverty alleviation in other regions,train expert journalists,strengthen the report planning and improve the style of writing,learn from other media's excellent reporting experience of rationalization Suggestions.
