Research And Implementation Of City Emergency Management System Based On GIS

With the development of society,the population density and capital density of modern cities have become more and more huge,and various accidents have occurred from time to time.If we can not handle all kinds of unexpected accidents,it will cause unimaginable loss of personnel and property.The "Regulations on the Management of Emergency Response Plans for Production Safety Accidents"(Decree No.17 of the State Administration of Work Safety)pointed out that it is necessary to use information-based means to meet the emergency resource scheduling needs of emergency accidents.At present,the construction of emergency management informatization platforms across the country is accelerating,and informatization is an inevitable trend in the development of emergency management.This article takes the actual work needs of Jiexiu City Safety Supervision Bureau as an example to design a system for daily work and emergency command and dispatch of the Safety Supervision Bureau.The construction of the system is in full compliance with the standards given in the "Notice on Strengthening Emergency Basic Information Management".During the development process,requirements analysis,outline design,detailed design and system testing were carried out in accordance with the development specifications of software engineering,and drawn Corresponding use case diagram,activity diagram,timing diagram and ER diagram.The system is divided into five modules: system management,enterprise data management,emergency data management,emergency command management,and GIS system,which implements custom user menu and authority division;enterprise data,emergency data,and laws and regulations data collection and management;Emergency reporting,notification,rescue personnel dispatch,material dispatch and post-disposal;GIS map displays several functions in real time.At present,the developed emergency management system has been applied in the actual production environment,and the various functions in the system are running well.The system designed in this paper not only provides information security for the safety production in Jiexiu City,but also lays the foundation for the future construction of a unified national emergency service platform.
