It is distinctly characteristic of a modern mass production to input tremendous energy. There exist such dangerous sources as big fire, explosion and toxic matter leak in the production process. Once major accidents happen, it will endanger lives and common properties of people, stability and development of the whole country. In order to reduce serious consequence taken by major accidents, it is urgent to establish a united disaster precaution system in China. On the basis of consulting a large number of documents, it has been summarized the methods and main points of drawing up an emergency plan for major accidents. A theoretical frame of establishing emergency rescue system for major accidents in Jiangsu province has been put forward; it also combines the establishment of emergency rescue system with computer technology. The system for establishing emergency rescue management system for major accidents in Jiangsu province is set up by the Visual Basic 6.0 advanced programming language. The System is composed of system management module, basic information management module, major hazards management module, control level evaluation module, emergency resources management module, scouring module. The system can fulfill the functions such as distinguishing automatically, picking up information categorically, information researching and feedback It was showed in practice that the system is steady, reliable, easy-handling and effective with a wide range of application.The works which the paper do provide a new way or example for establishing an emergency rescue system; it also attempts to apply artificial intelligence in a new area.
