The system for establishing emergency rescue management system for major accidents in Jiangsu province is set up by the Visual Basic 6.0 advanced programming language. The System is composed of system management module, basic information management module, major hazards management module, control level evaluation module, emergency resources management module, scouring module. The system can fulfill the functions such as distinguishing automatically, picking up information categorically, information researching and feedback It was showed in practice that the system is steady, reliable, easy-handling and effective with a wide range of application.The works which the paper do provide a new way or example for establishing an emergency rescue system; it also attempts to apply artificial intelligence in a new area.
