Emergency resource allocation problem is a key topic of disaster emergency management, and mainly study how to make the distributed resources to reach the emergency location as soon as possible. With the wide application of emergency resource allocation in disaster emergency, Coalition formation, intelligent computing, intelligent decision, etc., people have become increasingly demanding on emergency resource allocation. Most existing works either considered "single-task coalition" or "serial generation of multi-task coalitions", limiting the scope of their applications in real-world scenarios. Specifically, these addressed problems can be divided into three aspects: modeling, solving the model, evaluation of emergency disposal schemes.By introducing the related domain knowledge and constraints, the dissertation mainly focuses on how to build model and solve the model of emergency resource allocation problem.The main contributions in the dissertation can be summarized as follows:(1) The dissertation elaborates the signification of the studies on disaster emergency management, and gives the main objects of those studies. Moreover, the related researches are discussed and the existing problems are noted simultaneously.(2) We propose a None-Dominated Sorting Differential Evolution Algorithm based on two-dimensional integer vector encoding to resolve the emergency resource allocation problem, and focus on revision algorithm. By using the proposed revision algorithm, a rescue spot may join in several different disaster response coalition at the same time without any resource conflict. It can provide an available attempt to resolve possible resource conflicts among multiple disaster sites.(3) We propose an evaluation of emergency disposal schemes method based on cloud model and fuzzy soft sets. First, for a given emergency scheme, the cloud model is used to achieve the transformation between quality variables and quantity ones. Then, fuzzy soft sets theory is used to fuse all experts’ evaluation information and output the synthetical results. Finally, a numerical example is given to show that the proposed method may hopefully be a feasible technology for the evaluation of emergency schemes and can provide a theoretical and technical guidance for emergency decision-making.
