In recent years,along with the Party Committee Government Work Affairs Unceasingly Subdivides,the Party government office official document quantity has year by year the increment tendency,the county level official document transmission pressure is also increasingly big.Secret-related official documents in all official documents in the confidentiality requirements of the highest,the use and management of the most stringent,and not through the unencrypted network or fax.In general,the transmission of secret-related official documents between different units in the county territory is accomplished by personnel who are specially responsible for the secret work.Due to the weak sense of confidentiality and mobility of staff members in various units,the management of official documents and official document recipients has been a difficult problem.There are some problems in the process of official document collection,such as the weak or even lack of the identity authentication of the official document recipient,the management of the personnel who contact the secret-related official document is not in place,the handling of the secret-related official document is not standard,and the whole process of transmission can not be monitored.In this paper,we study and develop the official document collection system to solve the problems of personnel authentication,secret-related personnel management,post-event responsibility investigation,etc.,the system realizes the network and electronic management of official document manager,official document recipient authentication information and official document data.This paper studies the application of modern human body biometrics identification technology and web service technology in the administration of official documents and personnel,which is beneficial to improve the efficiency of official documents circulation and the consciousness of staff's responsibility of keeping secret,to prevent the loss and delay of official documents in the process of handling.In this paper,document research is the main research method,document and document recipient management is the research object,and the current face and fingerprint recognition technology,multi-biometric feature fusion recognition technology and network service technology are the theoretical basis.First of all,through a lot of reading and research books,periodicals,network literature and other materials to master the real situation of biometrics recognition,system architecture design,information management system implementation environment and use.Then,collect and sort out the key and difficult work of document management department in daily work,make clear the system requirement and the key point of system development,analyze the hardware,technology,function module composition and realization way of system development.Finally,through the study of system implementation,system test process and test results,find out the problems and deficiencies of the system and make targeted improvement and improvement.In this paper,the multi-biometric feature fusion recognition technology and realization method based on face recognition and fingerprint recognition are studied.In the system architecture design aspect,studied how to apply the asp.net architecture model,develop the web application system,the functions of document management,personnel authentication and post-event responsibility tracing are realized by the document management department and the document receiving unit through the browser.The multi-biometric fusion recognition technology used in document retrieval system needs to be further improved,and the system security strategy needs to be further improved.The next step will focus on these two aspects.
