Discussion On The Ethical Dilemma And Optimization Strategies Of Third-party Evaluation Of Social Work Service Projects In Fuzhou

With the transformation of government functions and the renewal of social governance concepts,the government began to purchase social work services in areas such as social welfare,community correction,and community governance.The concept of "professional people do professional things" is getting more and more recognized.The government's purchase of social work services has gradually become the norm.The objective evaluation of the efficiency and effectiveness of government's purchase of social work services has become more and more important.The government The third-party evaluation of purchasing social work service projects has gradually become an effective means of supervision projects and risk aversion.Therefore,the government has created a need for third-party assessment of social work service projects and gradually developed it.However,the third-party evaluation of the government's purchase of social work service projects is still new,and there are many problems in practice.According to the new public governance theory and public management theory on the problems of third-party evaluation of social work,third-party evaluation agencies have problems such as insufficient professionalism and independence,lack of government supervision,and inadequate use of evaluation results.In addition,as a social service evaluation agency,because of these problems,it is easy to fall into another dilemma,namely the ethical dilemma in the evaluation work.Based on the principal-agent theory,this article discusses the ethical dilemma existing in the third-party evaluation of social work service projects purchased by the Fuzhou government.The methods of participation observation,field investigation and in-depth interviews are used to discuss the ethical dilemma of assessment in the practice of third-party assessment,and to solve the ethical dilemma of assessment at present based on the principal-agent theory and system theory.The study found that in the course of third-party assessment practice,the government,the third-party assessment agency and the social work service agency faced in practice such as "multiple identities","multiple loyalty","assessment execution","result interpretation" And other issues,these problems often put the practice subject into a dilemma,thus causing ethical dilemmas.The main reasons for the ethical dilemma are: the government has not given a clear status to the third-party evaluation,and there is no entry threshold for the third-party evaluation market;the third-party evaluation agency itself has insufficient independence,a single source of funds,and lack of professionalism Problems;the evaluation process is too simple and there is no fixed evaluation index;the evaluation agency itself also has many problems,such as cognitive deviations in the third-party evaluation work,excessive attention to the evaluation results and neglect of service quality.Based on the enlightenment of the principal-agent theory,to solve the dilemma,you can promote the better cooperation between the two parties by establishing the legal status of the third-party evaluation and protecting the funding source of the third-party evaluation,strengthening the communication between the evaluation agency and the government,and at the same time as the society receiving the evaluation The working organization should not face the third-party evaluation with an exclusionary mentality,recognizing that the third-party evaluation can improve its own service level and other measures to solve the ethical dilemma in the third-party evaluation.
