Role Dilemma And Adjustment Of Third-party Evaluation Of Social Work Projects

With the continuous innovation and development of social governance system,social forces have mushroomed in modern social governance with social work projects as the carrier.In order to respond to more practical and effective service needs,improve the service quality of social work projects,and better promote the implementation of social work projects,social work projects have introduced third-party evaluation,which has become an important subject of social work project evaluation.At the same time,as an important part of social organizations,the third-party evaluation organization has developed vigorously,but it will also face the dilemma of interest oriented role in the process of social work project evaluation.This study takes project x as the case study object,completes the data collection by means of interview and participatory observation,focuses on the role dilemma of the third-party evaluation of social work projects,and analyzes the occurrence logic and role tension of its role dilemma.Based on this,this study reflects on the evaluation concept,evaluation position,evaluation method and role-playing of third-party evaluation institutions in social work projects.The author found that in the third-party evaluation of social work projects,the third-party evaluation role has the problem of interest because of the compromise of the undertaking party to the project implementation,the intervention of the entrusting party to the project evaluation and the deviation of the professional value of the evaluator.At the same time,there are realistic manifestations of the interest of the third-party evaluation organization: the performance and promotion of the entrusting party,the trust and development of the undertaking party,the survival and professionalism of the evaluator,etc.Although the third-party evaluation organization adjusts the benefits of the third-party evaluation as a relationship mediator,problem arbiter and effectiveness discoverer,it is still difficult to stick to it.Therefore,this paper proposes to adjust the role of the third-party evaluation of social work projects in order to promote the correct expression of the role of the third-party evaluation of social work projects and the localization of social work.First,maintain the independence of the professional evaluation process.The third-party evaluation organization maintains its independence by implementing the continuous professional evaluation concept,evaluation method and evaluation position.Second,respect the authority of professional evaluation results.The authority of professional evaluation results and third-party evaluation institutions should be maintained by strengthening the value rationality,integration effect and correct application of professional evaluation results.Third,adhere to the objectivity of the third-party evaluation role.Promote the objectivity of the role of third-party evaluation by realizing the objective expression,correct expression and independent expression of third-party evaluation.
