A Research On The Development Dilemma And Capacity Building Of The Third-party Evaluation Institutions Of Social Work Service

Since 1990s,the government purchase of public services becomes the great strategic changes of responding to environmental change and social needs in the world.China's experience-learning as a developing country and the improvement of social welfare system,has gradually entered into the ranks of the government purchase of public services.The types of purchasing are increasing,including social work service as a recent focus of new fields.Due to the increasing intensity of the government purchase of social work services,some problems have arisen in practice.In order to evaluate the various aspects of social work services more independently and rationally,the third-party evaluation institutions of social work services have emerged.The research selects the relevant personnel of S institutions in Nanjing as the object,and investigates the present situation of the development of the third-party evaluation institutions of social work service,tries to put forward the method to capacity building of the third-party evaluation institutions of social work service through intensive interview.I hope to provide reference policy recommendations for developmentBased on the theory of social welfare privatization and the core competence theory,the research uses the method of document analysis and in-depth interviews with 12 related people of S institution in Nanjing in order to get a detailed and comprehensive understanding of the development of the third-party evaluation institutions of social work service.The following factors are drawn on the basis of the analysis to existing national policies and development trend:Firstly,with the increasing intensity of the government purchase of social work service,the third-party evaluation institutions of social work service's professional evaluation skills must be improved;Secondly,the third-party evaluation institutions of social work service's management capacity is weak;Thirdly,in the practice of evaluation,we take more precedence on form than effectiveness.Fourthly,the independence of the third-party evaluation institutions of social work service is weak.According to interview and analysis,along with document information and present policies,there are some suggestions for the third-party evaluation institutions of social work service in a professional social work perspective:the third-party evaluation institutions of social work service need to strengthen personnel training to enhance professional competence;the third-party evaluation institutions of social work service need to pay attention to their own culture and organizational management capacity building;The government needs to increase funding to help the third-party evaluation institutions of social work service to build information platform;Guaranteeing the independence of the third-party evaluation institutions of social work service with legislation.With a view to better and more comprehensive development of the third-party evaluation institutions of social work service,we hope that they can provide more professional and more effective services to promote China's social security level.
