| The third-party evaluation of social work services,based on its independence,professionalism and authority,has flourished under the needs of the transformation of government functions and the needs of the social work industry,and has received extensive attention from academia and all walks of life.However,in the process of evaluation practice,the problem of "difficulty in evaluation" often arises,and is forced to fall into an ethical dilemma that is difficult to make a decision.So sorting out the ethical dilemmas faced by third-party assessments,analyzing the reasons for the dilemmas,and finding a breakthrough path are the content of this article.The third-party evaluation of social work services,based on its independence,professionalism and authority,has flourished under the needs of the transformation of government functions and the needs of the social work industry,and has received extensive attention from academia and all walks of life.However,in the process of evaluation practice,the problem of "difficulty in evaluation" often arises,and is forced to fall into an ethical dilemma that is difficult to make a decision.So sorting out the ethical dilemmas faced by third-party assessments,analyzing the reasons for the dilemmas,and finding a breakthrough path are the content of this article.The author mainly uses the research methods of participation observation and in-depth interviews,supplemented by literature review,to study the above content.First of all,by consulting domestic and foreign literature,it is found that scholars have gradually jumped out of the perspective of public management and public governance,and are no longer limited to advocating opinions.They have begun to explore the current difficulties and difficulties faced by third-party evaluation through empirical research and focusing on practical issues.risk.This change has opened up the author’s research thinking.Secondly,the author found that Institution L is facing such as dual identities,multiple loyalties,lack of legal identities,and difficult interpretation and implementation of the evaluation results.Finally,through interviews with representatives of all parties,combined with the principal-agent theory analysis,further summarized the ethical dilemmas and reasons faced by the third-party evaluation.This study found that: First,due to the asymmetry of information between the subjects,the inconsistency of the pursuit of interests and the goals,the third-party assessment will inevitably fall into moral hazard,target replacement,residual control right manipulation in the ethical dilemma.Secondly,the above-mentioned ethical dilemma is the result of the joint action of all relevant parties,and the third-party assessment has to face the dilemma in practice.The fundamental reason is the different action logic behind the four parties.Finally,third-party assessment must stick to its professionalism and become a qualified assessment expert.However,the government must continue to optimize access mechanisms and improve management capabilities.Hub-based social organizations must optimize internal management and expand the development environment.Social work organizations must continuously improve their own capabilities.This research has enriched the research perspective of third-party evaluation to a certain extent,and reorganized the entrusted-agent path of third-party evaluation of government purchasing social work services.It provides support to promote more standardized government purchase of services,and also provides a reference for the ethical part of evaluation practice. |
