A Study On The Development Dilemma And Countermeasures Of Third-party Evaluation Institutions In Social Work Service

With the acceleration of the process of innovating social governance and deepening the reform of social system,the government is also stepping up its purchases of social services.The field of social management began to focus on the government's purchase of social work services.As the same time,with the field of government purchasing social work services continues to expand,the problems arising from the specific practice of social work services are gradually highlighted.In order to ensure the implementation effect of social work service projects,and enhance the operational capacity of social work service institutions,and rationally evaluate all aspects of government purchase of social work services,"third-party evaluation" of social work services is coming.As the third-party evaluation agencies of social work services have just appeared in China,it will encounter some problems in the process of development.It can continue to develop healthily only by solving these problems.This paper takes the third-party evaluation institution of social work service as the research object,and based on my personal participation in the evaluation practice of A institution in Xiamen.By using the methods of literature research,participatory observation,case analysis and interviews,this paper makes a detailed investigation of the operation of the third-party evaluation institutions of social work services.The results show that they are facing the development dilemma of weak independence,insufficient application of evaluation results,and lack of evaluation and supervision subjects.In view of the development dilemma faced by the third-party evaluation institutions of social work services.In order to promote its healthy development,the paper proposes that the independence of the third-party evaluation institutions of social work services should be strengthened,their professionalism should be strengthened,the applicability of evaluation results should be enhanced,and a multi-participatory evaluation and supervision system should be established with the collaboration and participation of the government and other relevant subjects.
