It has been a long process for the United States to participate in international climate negotiations.For the Paris Agreement,the United States has experienced several twists and turns from the Obama administration to the Trump administration.Trump immediately announced that the United States would withdraw from the influential Paris Agreement after taking office,followed by the US State Department formally confirming and announcing its withdrawal from the Paris Agreement through a written document to the UN Climate Conference.The United States has been known for its frequent capriciousness on global climate issues and international climate negotiations.Is there a pattern to the capriciousness of the Paris Agreement,which President George W.Bush withdrew from during the Clinton administration early in his presidency?Negotiation strategy in the analysis of the United States in international climate negotiations and its position and attitude,particularly in the Paris agreement,for example,the two government policy on the Paris agreement and its influence factors is to explain the United States in the important position of the international climate cooperation way,analysis of the United States to join or quit the Paris agreement helps to further understand the cause of the American foreign policy environment.What are the major factors influencing the international negotiation and entry into force of the Paris Agreement? Why did the United States,as the leading country in global climate change governance,sign the Paris Agreement during the Obama administration and then withdraw from the agreement under the Trump administration?What explains this change?According to the analysis of the two-layer game theory,the major factor that affects the international negotiation and the entry into force of the Paris Agreement is the degree of overlap of the winning set of countries.As the main independent variable of the international climate negotiations,the winning set is jointly affected by three factors.Each country enlarges the winning set of the negotiating country by enlarging or shrinking the winning set of its own country,enlarging the winning set of international country and bargaining,and makes the winning set overlap to the maximum,so as to reach the relevant agreement.This paper focuses on how the United States expanded its domestic winning set to pass the Paris Agreement and in a very short period of time,when the international winning set did not change,under the influence of Trump,the United States rapidly narrowed its domestic winning set and finally withdrew from the Paris Agreement.According to the two-layer game theory,the position and policy of the United States on the Paris Agreement are divided into the Obama administration and the Trump administration,and the changes of domestic and international negotiations in these two periods are analyzed,so as to analyze and explore the future trend of the United States on the global climate change mechanism.
