As the world largest emitter,the position and attitude of the US is a major concern of global climate governance.In contrast to the former president's negative attitude,Obama responds to the climate change actively both domestically and internationally.During his second presidency,his promotion of policy and action on climate change problem is more than obvious,such as the release of 2013 climate Action Plan and The Clean Power Plan and the promotion of bilateral,regional,global cooperation.The most influential achievement,the Paris agreement,also fully embodies the efforts made by the Obama administration on climate change.On the base of a thorough narrative on the development of climate policies of the US,this research tried to analyze the motives of behind those domestic and international efforts,with the use of analytic hierarchy process of Kenneth Waltz for a deep investigation.This research tried to base the analysis on individual level,in order to figure out how the president as an individual affect the whole decision making process,and eventually lead to the conclusion of the Paris Agreement.Through my investigation,I concluded that,the political atmosphere of the Democratic Party and the personal strategy of President Obama facing climate change problems are the most influential variables in the whole process.From an internal point of view,the awareness of American people on climate change are activated by stimulation from Obama,and the social consensus on that further boost the coordination of economic factors the different interest groups behind them,which made the transform of domestic energy structure possible,Internationally,restoring leadership in global governance,market seeking and expectation on boosting economy are the major concerns behind his action,all of them contributed to the conclusion of the Paris Agreement.A research like this will serve as a good complement to enrich the studies of policy making on climate change of the US.
