In the poverty alleviation plan for the 13th Five-Year Plan period(2016-2020),it is proposed to achieve poverty alleviation for the rural poor under the current poverty standard of China by 2020,and all the poor counties will be free off their titles of poverty.Under the guidance of"targeted poverty alleviation",China’s poverty alleviation work has achieved great results.Education fair is an important basis for social equity.It can effectively prevent the intergenerational transmission of poverty,effectively solve the problem of poor students’ school attendance,and achieve precise funding in the field of education.It is an important starting point for China to achieve "targeted poverty alleviation".The cost of higher education in our country has been completely borne by the state,and has been transformed into a mode of sharing by different sides like the government,schools,students and families.With the increasing enrollmentrates of colleges and universities,the problem of needy students’ difficulty in going to school has attracted more and more state and social attention,which has become an obstacle for them to accept higher education.With the development of the society,the financial aid policies for the needy students in Colleges in China have been gradually improved.At this stage,a multidimension aid system of "award,assistance,loan,diligence,supplement and exemption" has been formed,and some achievements have been achieved.However,there is still room for improvement in the implementation effect of the policiesTaking four higher vocational colleges in Wuhu as samples,an in-depth investigation by means of questionnaires and interviews on the students,counselors and staff of the funding center of four higher vocational colleges has been made for this thesis,and then the statistics have been collected based on the investigation materials and data,the implementation of the funding policies for the needy students in the higher vocational colleges in Wuhu has been analyzed,and the how to improve the implementation of the subsidy policies of the needy students in the higher vocational colleges in Wuhu has been probed.Based on the Smith’s Policy-Implementation-Process Model,this paper analyzes the four factors:idealized policy,implementing organization,target group and policy environment,and points out the problems exist in the implementation of the poverty alleviation policy towards needy students,such as unclear recognition standard of poverty-stricken students,poor effect of work-study,inadequate policy publicity,inaccurate identification of poverty-stricken students,inadequate measures for supporting education,and lack of effective supervision mechanism and capital investment.In view of these problems,the paper believes that the main reasons are the relatively broad recognition standard of poor students,the imperfect work study policy,the lack of professional support team,the lack of honesty of college students,the backward concept of support education aid,and the lack of social funds.In view of the existing problems and reasons,in order to improve the capacity of financial aiding policy for needy students,based on the analysis of the Smith’s Policy-Implementation-Process Model,higher vocational colleges in Wuhu should improve the recognition standards of needy students,accurately identify needy students from the source,establish and improve funding institutions,adopt diversified publicity methods,strengthen publicity efforts,enhance the concept of funding in education,strengthen the sense of gratitude of students,meanwhile increase the investment of government funds and social funds,and the supervision and evaluation mechanism of funding work.
